to change the direct primary.

Salem apeech was made three days
after he won called before the cam
paign committee to give advice rela
tive to a certain resolution. That
resolution declared In favor of the
direct primary. In favor of Statement
One, and declared against assem
blies. That was a case where Mr.
Howerman s decision meant some
thing for or against the direct pri
mary. If he had Bald the word, the
committee would have passed the
resolution.
Hul Mr. Howerman did not any the
word. The committee, after advis
ing with him, rejected the resolution,
and thereby went on record against
the direct primary, against State
ment One and for assemblies. In the
face of this official, known and In
delible record Mr. Howerman's talk
at Salem Is absurd.
If Mr. Howerman Is a friend of
the direct primary, why did he vote
for the Mariner bill that would hnve
scuttled the direct primary? If Mr.
Howerman favors the direct primary,
why did he make a Bpeech for the
Mariner hill in which he stated as
president of the Oregon senate that
he would rather vote for candidates
nominated by conventions than can
didates nominated by the direct pri
mary? If he is, was, or ever can be

that if you go back on it that you
can not be truBted In any other
pledge.
They will think a great deal more
of you and you will get more votes

for your principles. They admire a
man who never hauls down his col
ors. They have a wholesome con
tempt for a quitter, a trimmer or an
artful dodger. They will think more
of you and you will get more votes
if you Bland squarely on the plat
form to which you are irrevocably
pledged and to which every one of
them knows you are pledged, than If
vou go to flipping flops and trying
to carry water on both shoulders.

streets or Koseburg. some people say
that a dry town is a failure. The
progress ot Koseburg brands this be
lief and assertion as false, but to re
enforce this contradicting evidence it
might be well to compare Roseburg
is it was eight and ten years ago
wltb what It Is now.
A certain visitor to our city ten
years ago, remained long enough to
become thoroughly acquainted with
the oldest inhabitant and all local
celebrities, returned this summer.
This is the change that he found:
Ten years ago the block between
the McClallen House and Josephson'B
was avoided as much as possible by
decent women, whose sensibilities
were shocked by curses and foul lan
guage. In the town were either
fourteen or firteen saloons. Three
or four bawdy houses openly adver
tised their business through a dozen
runners to the youth of the town.
Drug stores were continually filling
prescriptions for the diseases that
accompany shameful vices, and the
whole town recognized the existence
of the element known as the "under
world" as a controlling factor In the
community.
Social lire was not of a very high
Htandard. Roseburg was known In
those days among traveling men and
railroad men as "the worst town In
Oregon." ranking lower than the min
ing town of Baker City and the
sheep and cattle town of Pendleton.
Time waa when three or four Ore
Insurance companies absolutely re
fused to take iiollcles In the city or
Roseburg. .
While Roseburg Is not now perfect,
there Is not a street on which decent
women cannot walk in security. The
worst spot at present is near the
depot, but that is better than the
best block used to be. .Vow there is
not a saloon, though several "near
beer Joints make a poor Imitation.
Now only one house of ill-fame Is
in operation openly, and perhaps If
the officers did their duty It could be
put out or existence. If you will
talk to drug clerks you will find
that prescriptions for the disgraceful
lli-eases have fallen off. All the Ore
insurance companies, who can, gladly
do business here.
Socially the town Is far better off
now. Purity and clean lives is now
the rule.
To what Is Improvement due? Un
doubtedly In part to prohibition. Not
only has there been a change In the
people here but the best class of peo
ple are coming to Roseburg. And It
Is the clean, sober people who will
raise the apples and pears to make
Douglas county famous. The bar
keeper, the saloon runner, the para
site of women, do nothing to bring
prosperity or happiness to a com
munity. The foregoing observations are
those or a man who saw Rose burp
ti-ii years ago and who has recently
Mn it again. As to the progress of
the town along moral, educational
and financial lines there can be no
qin'stion. To realize the great im
provement that has been made In
recent years. It Is only necessary to
take note of the fart that there Is
much public criticism of the estab
lishment known as the "cold storage"
plant where It Is supposed beer Is
sold In violation of the law, but a

licensed and every one was Just as
much of a nuisance as this cold stor
age plant, and people did not have
very much to say about It. What a
great Improvement In public senti
ment! To be perfectly fair It must be
admitted that prohibition has the
effect of making the liquor traffic
odious and of educating people along
the right lines. So long as liquor
can be shipped In from adjoining
territory, prohibition will not be per
fect, but the prohibition which we
nave had under local option is a
great improvement over the condi
tions which prevailed when we had
the wide open saloon which defied
every law made for Its regulation
With state-wide prohibition, the
conditions will be still further im
proved and when the :tlme comes
when Congress shall absolutely pro
hibit the shipping of liquor Into a
dry state then we shall have prohi
bition In its perfection. It Is of no
use to talk or the drunkenness that
exists in Maine, for instance, when
we know that whisky sellers of Bos
ton and other cities are continually
shipping their goods into that state.
Congress has legislated upon this
liquor question at dlfrerent times and
each act has been more stringent
than before, and there can be no
doubt whatever that the time is near
at hand when we shall have an act
of Congress which will protect a
state like Maine from the outside II
quor dealer. It is no time to go
backward, but to ge forward, in this
liquor question. No ma.il can point
to a single good that comes from
the traffic. W hy then should the traf
fic be permitted to exist?
Vote down the so-called "Home
Rule" amendment which gives the
cities and townB the exclusive right
to license and regulate the sale of
liquor regardless of the State Con
stitution or the criminal laws of the
slate.
Vote for the Constitutional amend
ment forbidding the sale of intoxi
cating liquor within the slate of Ore
gon and vote for the statutory enact
ment which Is to carry this proposed
Constitutional amendment Into ef
fect. Vote also to keep Douglas
county dry.
The proprietor of the notorious
Quelle" resort in Portlund was con
victed or Belling liquor contrary to
his license and yet the Portland city
council rehises to revoke his license.
What a strange Influence the liquor
traffic hus over the city councils!
Whut nonsense to talk about regu
lating such a business! Let us cut
It out, root and brunch.
