Mrs. Robert M. Foster, wife of the master moclianie of the fjovernmen Jetty at the mouth of the Columbia River, died yesterday ufiernoon at Astoria, of cancer of the stomach. Mrs. Fos ter was .10 years of ago and had be como well known In Portland and Oregon through her long residence In the slate and her connection with the Rehekahs, nn auxiliary of the Independent Order of Odd Fellows. She is a past president of the order. In ,Ilie late hours Mrs. Foster was attended by her husband and two daughters, Mrs. W. E. Williamson, wife of the Assistant Postinabter, mid Mrs. .1. K. Wolf. The body will be brought to Portlund today. Funeral arrangements havo not been com pleted. Mrs. Foster was born In Michigan and resided in Idaho before coming to Oregon 18 years ago. Robert M. Foster became associated with the mechanical department of the South ern Pacllic Company nnd for many years was located at Ashland, coming to Portland as air-brake expert. WASHlNGTON.Quly 30 The to tal municipal receipts in 1908 by the 158 largest cities in the United Elates, each having an estimates pop ulation of 30.000 or more in 1908. amounted to $1,288,035,496, accord ing to the Census Bureau s annual report on the statistics of cities for the year 1908, which is now in press. Of the 158 largest clt,n s In 1908. 24 were "no-license" or prohibition cities. Of the 151 cities for which complete returns were available for 1905. 1907 and 1908. there were 10 "no-licenso" cities in 1905; 11 In 1907, and 21, In 1908. I The number of places licensed for the sale of Intoxicating liquors by the drink was 711(!6 In 1905, 67.131 In 1907, and 63.874 in 1908. This decrease was not confined to any sec tion of the country, but apparently In every group of stutes, except in certain of the Rocky Mountain states. The decrease baa been most marked in the cities of the South Atlantic s'tates. The Increase in the number of places selling by tho drink from 1907 to 1908 was 100 per cent In Chelsea and Fltchhurg. Mass., as these cities changed from "no license" to license. The only other cities showing an in crease of as much as 10 per cent wero Yonkers, 27.2 per cent; Wil mington, 25.7 per cent; Newcastle, 16.7 per cent; and Spokane, 14.6 per cent. Liquor License Receipts Increased. Despite a large decrease In the number of licensed places, the re ceipts from liquor licenses and taxes by the 151 cities mentioned above increased from 30. 81 0.883 in 1905 to J39. 234. 2.1.1 in 1907 nnd to 41, 950,188 in 1908. The reason is a general increase in tho amount of license fees. The largest number of plncos li censed to sell by the drink in pro portion to population is shown for the cities of Texas. Wisconsin, and- New York: and the smallest number for the cities of Pennsylvania, Massa chusetts and Nebraska. The smallest and largest number of Inhabitants to each place selling by the drink In cities of the different groups were us follows: Three hundred thousand popula tion and over Milwaukee 142, Phila delphia 758; 100,000 to 300.000 Patterson 2.11, Full River, 1042; SO, 000 to 1 00,1)00 Hohoken 175, Lincoln 2038; nnd 30,000 to 50,000 Galveston 1.18, nnd Chelsea 16.14.
