Mr. HlaiKdcH s report is as follows
1 1 has been proposed to develop
some parts of the umpqun Valley,
where at least 20,000 horsepower Is
available during low water, und
transmit it over the entire valley.
Mower will be supplied to all towns,
mines, mills and farmers who wish
it. The service will be continuous.
This will give the mines power for
hoists, stamps, etc., and will develop
many mines that are lying idle be
cause of the lack of cheaper power.
The power can be used In the lumber
camps for cutting trees.
Fanners will be able to use this
power. Separators can be run by a
small motor. A simple pumping sys
tem can be installed and the water
pumped for irrigation, besides using
ii for the house and for fire protec

houses will be of great service.
The power plant and system will
he built immediately if encourage
