As we stated at the time, there Is no direct proof that Wldin camp committed the acts mentioned, but the gentleman who gave The Review the report published has Hlnce repealed his statements and adds that he still has no occasion to change his belief. Thus it seems that neighborhood opinion Is divided on this matter, which, after all, Ih of no special Importance, under the ctrcumstnuces. As to Its own contemptible course we have only to refer to a week ago when it filled over a column with the yellowest of yellow slush, (about the Smith-Hale wedding), and since then has printed stuff which a decent man would not rend itlotid In the presence of his children and family. However, we will not dhcuHs that sheet, for it Is as dirty, false und disreputable as it always was. Business and realty deals of im portance are of frequent occurrence of late and several important trans actions are now known to be pend ing. People are Just beginning to realize the value of Douglas county opportunities. With the great wealth of resources which exists In' this county, Roseburg should become as great a city as Spokane within 10 or 20 years. Our timber resources alone could build up such a city here. Our mineral wealth can do likewise. The city or Butte, Mon tana, was built ii ;i from a mineral deposit covering a no greater area limn the known nickel deposits on Nickel mountain west of Riddle. And a city of 10,000 to I!.'., 000 Inhabi tants may be built up in the Riddle valley from that very resource with in the next few years. Douglas county's fruit growing industry, within the next decade or two, could build up a city here equal to San Jose, Calif., which now has a popu lation of over 00,000. Other towns In tho county will grow in like pro portion. Work on two railroads to the coast is expected within the next few months and the extension of the Oregon Klectrlc railway from Salem to Roseburg Is already , promised. People of wealth and energy are looking for profitable Investments and Douglas county offers the oppor tunities they are seeking, with the finest all the year climate thrown in. Prices are still low because de velopments are still lacking and they must remain comparatively low un til these developments are well un der way.- Property values, as well as people, are largely creatures of environment. Property to the present owner is worth only In pro portion to the Income which It brings him. A new owner may quad ruple its value by multiplying Its productiveness. A foundation has been laid. Tho resources are here. .Vow the linger of progress points toward Douglas county and the peo ple are coming. MORE IMPROVEMENTS AT WINCHESTER SOON. Fully keeping pace with our clty'B needs In the way of water and electric light and power supply, Kendall Bros, are going right ahead with improvements on their plant at Winchester. They recently installed there a new dynamo of 250 to 280 kilowatt capacity, to match another machine of similar size already In use. These two big machines are now used alternately and during the summer they will probably be run, one on the night service and the other on the day service. Before next winter they are to be coupled up and operated together, as by that time it is anticipated that the ser vice load will be too great for either of them, even when supplemented by the "south plant" In this city which has a maximum capacity of 95 kilo watts. The regular service here now requires about 280 kilowatts. Another 1 dirge Pump. An order has been placed for an other powerful pump for the city water Bupply. This pump will have a dally capacity of 800,000 gallons and will be operated by its own electric motor of 100 horsepower capacity and with which it is direct ly connected. This pump is of the new turbine type and of the latest approved pattern. It Is to be In stalled within tiO days, assuring a plentiful water supply for this city during the coming summer. Another feature to be added to the big power plant at Winchester within a couple of weeks Is 60 feet of new 6-inch shafting for power transmission from the three water wheels to tho dynamos, etc. This shafting Is to be supplied with heavy new boxings, etc., and the water wheels supplied with now friction brakes. The installation of this equipment will not materially Interrupt the service, however, as the steam power plant there will be utilized during the day or two re quired for putting It in place. Another carload of water pipe for new mains has been received and more Is coming. The district to be paved this year Is to be re-laid, and 4lhor extensions are contemplated. PWlr. J. h. Under the caption, "Please Read," a pamphlet is being widely circu lated In Oregon, by the Progressive Government League, being practical ly Bent to every registered voter whose address can be secured. This pamphlet proposes to the people of Oregon eight laws and constitutional amendments that will excite comment and attention from every quarter of the state. This pamphlet Is signed, under a compliance with the corrupt prac tices act, by the names of George M. Orion, E. 8. J. McAllister, C. Schue bel, C. E. 8. Wood, Lee M. Clark, H. J. Parkison, Will Daly, Henry E. McGinn and W. 8. U'Ren. In its foreword it lays particular stress on the power of electing pub lic officials' being plainly secondary to the power of nominating them. It prints a speech of Henry E. McGinn against the assembly. It points out that during the operation of the di rect primary the Republican party has increased its percentage of popu lar vote In Oregon and of its mem bers in office. "The direct primary has built up the party, but broken down the machine," is the way the pamphlet states It. It calls atten tion to the complaint that the direct primary permits plurality nomina tions and elections, and declares it 1b not made In good faith by the advo cates of the assembly because the nomination and election of candi dates will be carried on and the sue-, cess of the assembly will largely de pend upon the plurality making the nominations and the majority being divided. The pamphlet next attacks the bill calling for a constitutional con vention, it !b the same wording as an argument on file with the secre tary of state signed by W. S. U' Ren. This sets forth the contention that there is no need of the three elections and attending expenses to change the present institution In seven particulars, as that can more easily and economically be done through the referendum and initia tive. That the danger In such a body being allowed to assemble lies In Its unquestioned power to pro claim a constitution without submis sion to the people notwithstanding any acts being called into being. The states of Delaware, Virginia, Kentucky, Mississippi, South Caro lina, Louisiana, are given as in stances where the people had nothing to say as to the adoption of a con stitution. "The real reason for the constitu tional convention" is that "they want to steal away the people's power," declares the argument on the sub ject. In Article VI of the pamphlet It Is proposed to be amended by estab lishing county government upon the commission' basis, power being vested In a commission of three chOBen by proportional representa tion. They would choose a business manager and such other assistance as might be considered advisable. The recall would hold them in check, but the minority of the citizens equal to one-third would have one man on the commission. Article VII is regulative of the Judiciary, and as proposed to be amended would simplify the proced ure before the Supreme Court, re- NOTICE FOH 11IDS. Upon application to any member of the committee a copy will be sent to any citizen of Oregon, and all criticisms will be given care ful consideration.
