PARIS. Jan. 27. Thousands or
flood refugees are In actual danger
of starvation on account of govern
ment red tape. Hundreds of half-
starved victims are standing in line
tonight at public dispensaries after
waiting all day vainly for food.
Private charities are tho only hope
of many refugees. It Is estimated
this evening that the datnago will
reach (Ivo hundred millions. Almost
one-half of the terrible .devastation
is In Paris alone. The palace of
Pre.; dent Fallieres . Is surrounded
with water and tho palace of fine
arts is Hooded. The water In the
basement of the city hall has almost
doubled In volume since morning.
The building In which the Chamber
of Deputies Is located, and the world
famous I'M (Tot tower, and the beauti
ful Trocadero Park, are islands In
a murky lake. Tho Isle do St.
Louis Is almost entirely submerged,
and the Hallo Aux Vins, the largest
wine warehouse in the world, is
surrounded by a swirling pool.
Waters of tho rising river Seine
today Is over tho arches of the
Itoyal, Archeveche, Alma, Selfridgo.
and St.. Michael bridges and their im
mediate destruction is threatened by
the Hood. After a trip over the city,
a corps of government engineers
staled that even if the waters should
subside Immediately it would take
more thnn two years to repair the
tremendous damage done to subways
and other underground construction.
Fnder direction of the Chamber
of Deputies the health department
today called upon a special commis
sion oT sanitary experts to formulate
ways and means for combating the
f ea rf 11 1 f m mi neneo of pestu lence
which Is threatening the stricken
city as a result of burst sewers.
Seine Still Rising and Parisians Are
Teiror-Strlcken.
The subway station ut Bercy col
lapsed with a terrllic ronr early this
morning, nearly carrying to ruin a
nearby police station. In which a
number of flood refugees hud
gathered.
The yellow waters boiled through
the chasm and swept all before them.
Forty houses in the vicinity had to
be evacuated, storekeepers herein
abandoning everything.
At I o'clock the walls of the
d'Orsal railway station gave way
under the enormous pressure and a
vast volume of water poured under
the roadway, lifting It bodily and
washing blocks of wood along like
straws. The Seine Is stili rising and
Paris, like a doomed city, is holding
Its breath In terror. FJvery minute
brings grave dangers. New areas
are being Inundated, quays are col
lapsing, yawning chasms appear in
the streets. The water of the Seine
has Invaded the entire labyrinth of
undf rgi ound Paris. It threatens
ruin aud destruction everywhere.
Hall the city Is In darkness.
The catast rophe promises to ex
ceed the limits of a national disaster
and become international. The
death roll Is also growing at a fright
ful rate, and. when the epidemic
which now appears inevitable,
breaks out, It will run Into thou
sands. Scarlet fever has appeared
among the- refugees at Ivry.
Among the superstitious there is
talk of the destruction of Paris as a
rehiilt of the approach of Halley's
comet.
Late dispatches from the provinces
bring a ray of hope. Theso indicate
that the situation has improved and
that the Hoods have reached their
crest.
