Hundreds of half- starved victims are standing in line tonight at public dispensaries after waiting all day vainly for food. Private charities are tho only hope of many refugees. Tho Isle do St. Louis Is almost entirely submerged, and the Hallo Aux Vins, the largest wine warehouse in the world, is surrounded by a swirling pool. After a trip over the city, a corps of government engineers staled that even if the waters should subside Immediately it would take more thnn two years to repair the tremendous damage done to subways and other underground construction. Seine Still Rising and Parisians Are Teiror-Strlcken. The subway station ut Bercy col lapsed with a terrllic ronr early this morning, nearly carrying to ruin a nearby police station. In which a number of flood refugees hud gathered. The yellow waters boiled through the chasm and swept all before them. Forty houses in the vicinity had to be evacuated, storekeepers herein abandoning everything. At I o'clock the walls of the d'Orsal railway station gave way under the enormous pressure and a vast volume of water poured under the roadway, lifting It bodily and washing blocks of wood along like straws. The Seine Is stili rising and Paris, like a doomed city, is holding Its breath In terror. FJvery minute brings grave dangers. New areas are being Inundated, quays are col lapsing, yawning chasms appear in the streets. The water of the Seine has Invaded the entire labyrinth of undf rgi ound Paris. It threatens ruin aud destruction everywhere. Hall the city Is In darkness. The catast rophe promises to ex ceed the limits of a national disaster and become international. The death roll Is also growing at a fright ful rate, and. when the epidemic which now appears inevitable, breaks out, It will run Into thou sands. Scarlet fever has appeared among the- refugees at Ivry. Among the superstitious there is talk of the destruction of Paris as a rehiilt of the approach of Halley's comet. Pro fessor Filbert Roth, former chief of the forestry division of the General Land Olllco. was recalled to the witness stand this afternoon In the Hermann trial, and his testimony la covering much of the ground gone over heretofore. Prosecutor Heney expects to closo the Government's caso by noon tomorrow. Cross examining some of Honey's witnesses. Attorney Worthington, of the defense, bus already begun to tear holes In the net of circumstances which the Prosecutor has been weav ing about the defendant the paat two weeks. No one seems to know how long It will require for the de fense to Introduce Its side of the case. A trunk full of documents has been brought into court by Her mann's attorneys, and Is being care fully gunrded. Hermann will go on the witness stand when tho defense has Its Inning. In tho Hermann trial yesterday, JitmoB M. McVeun, of the Forest Service, testified that as clerk in the olllco ot the Commissioner of Publlo Lands In 1002 he had prepared the letter which Hermann wrote to Secrotnry Hitchcock, recommending the temporary withdrawal of the blue Mountain Forest Reserve. It is contended by the prosecution that tho favorable action which Her mann ordered on that reserve, In opposition to his avowed policy, was largely Influenced by two letters from Franklin P. Mnys.
