Once more baa Galveston been ks
sallfed by the storm-driven makers of
the Guif of Mexico, and ink time
there Is no story of death and disas
ter. The seam-all has done its work;
It stands as solid, apparently, as the
foundations of the globe.
The history of the Galveston sea
wall dates from Jfcto. In Septem
ber of that year, while the convention
was in seeeton which framed the pres
ent constitution of Texas, a hurri
cane swept in from the Gulf, of
approximately the same violence and
duration as that of recent record.
Having la mind the frequency of
such storms and their disastrous con
sequences. Judge William P. bal
Unger. a Galveston citiren. a lawyer
of note and a member of the consti
tutional convention, introduced a pro
vision, which was adopted, granting
all counties and cities bordering on
the Gulf of Mexico the right to Issue
bonds (or the construction of seawalls
and breakwaters. Galveston did not
act upon this provision. On the 20th
of August, 1886. another severe
rtorm swept In upon that city. Im
mediately following that. Judge Hal
'inger addressed an open letter to
the citizens of hie town, calling at
tention to their powers under the
constitution and warning them of the
necessity for the protection which the
urovieions of lb at Instrument per
mitted. This letter provoked much
liscussion. but no action.
The night of September 8. 1900.
is memorable In the history of Am
erican disaster. Galveston was nearly
obliterated from the map by the
tugry waters of the Gulf. The loss
of life and property was nothing
hort of appalling. Judge Rallinaer
was long since dead; but upon the
subsidence of the flood waters, and
ifler the first breath of relief from
the horrors they bad occasioned, his
irgent appeal became active, and to
xood effect. The result was the con
struction of the famous seawall.

large number of wagons, tents, scrap
ers, wheelbarrows and everything
connected with a railroad camping
outfit for from 500 o 600 men was
brought in here la the -steamer
Bailey Gatiert this afternoon. John
son Porter, a member of the firm of
Porter liroe., railroad contractors,
representing the Oregon trunk lines,
was In charge of the outfit and sup
erintended the unloading.
Mr. Porter would give out no in
formation but it was learned on good
authority that a part of
the outfit '
will be sent above White Horse Rap
ids, opposite the mouth of the Warm
Springs river, about 75 miles from
The Dalles, and 'he reet of It will grj
to Sherar's Bridge. The men will
begin work along the Deschutes river
for the Hill interests in opposition to
Harriman.
Teams and wagons have been en
gaged here as fast as they could be
secured and horse buyers are now
scouring the country In an endeavor
to secure more.
The Oregon Trunk Line's survey j

A few days ago a man having hold
ings In one of the minor railroads
of Oregon made the positive state
ment that HIM had purchased the
Oregon Trunk, owned by Porter
Bros., and had practically closed the
purchase of the Pacific k Eastern,
leading east from Medford. with low
grade surveys through the mountain
range Into Central Oregon.
Porter Bros, have done extensive
work for Hill In the past. They built
the North Bank railroad, and are
known to have been In close touch
lately with John F. Stevens, the for
mer Great Northern chief engineer.

Francis J. Heney, the San Francisco
prosecutor, started on his return trip
this morning on the steamer Ohio.
Before his departure Mr. Heney again
discussed the references made by
Chairman Tawney in the House of
Representatives to the $69,000 paid

grown offerings of that sort will be at
all plentiful. Hales will probably
comprise the bulk of the Oregon fruit
marketed next week. In the Ashlant
district and In the Willamette Valley
generally the peach crop this year is
said to be up to the average In both
size and quality. East of the moun
tains, in both Oregon and Washing
ton, the prospect Is for a light yield.
Cantaloupes and watermelons are
both selling at low prices, and the
markets are heavily stocked. Good
cants are to be had at two for a
quarter, and watermelons retail 2M
cents a pound. Prices on both are
likely to remain low for a week or
more.
