of the Young Mens Commercial
Club at the Chamber of Commerce
last evening, a plan was launched to
secure the Improvement of tho Coob
Bay wagon road between here and
Roaeburg. The plan la to secure
monthly subscriptions from business
men and property owners for a year
or so, the proceedB of which will be
turned over to the Coos county court
lor expenditure on the highway. Fol
lowing their standing offer, the coun
ty commlBsloners will give an equal
amount for the work and lu this way
It Is expected that an average of be
tween 11000 and ilGOO and pos
sibly more will be made available for
monthly expenditures on the road Im
provement.
The plan was suggested by Dr. E
Mlngus, who said that he confident
that the business men of Roseburg
would see the benefit of having
good road to Coos Bay. - He said that
he did not p.lace any confidence In tho
report that the Douglas county com
mlssloners would not expend any
money on the road. He said that If a
delegation was sent from Coos Day to
Koseburg, he was sure that Douglas
county would agree to do Its share
towards carrying out the project. He
suggested that the road districts
along the route be solicited to lovy a
special tax llko'Bome of them have
done to raise funds for the perman
ent Improvement. Besides this, he
said that automobile manufacturers,
the Southern Pacific railway and oth
er large Interests would contribute
to the work.

Inspector Morse regarding the roads
to Douglas county, saying the latter
had declared that It was practically
impossible to get tho Coos Hay wa
gon road In good shape and thai
Douglas county would not assist In
Improving It.

PORTLAND, Or., June 19. In
view of the decision of Secretary Hal
linger approving the maps of the
Deschutes railway, Uenerul Munngcr
J. P. O'Hrlen, of the O. II. & N. com
pany, said this morning that he hoped
to be able to ask for bids on the
Agency Plains part of the road the
part south of the canyon of tho Des
chutes, within 30 days.
Mr. O'Brien and Oenernl Attorney
W. W. Cotton arrived in Portland
from New York this morning. They
have been east for some time ar
ranging details of the Clourwator
Joint agreement with the Northern
Pacific, the Tacomn-Portland agree
ment and the Deschutes railroad.
"While In the east," said Mr. O'Brien,--
"I made a special trip to
Washington and saw our representa
tives tiiere In an effort to hasten the
decision of Secretary Balllnger iion
our maps through the Deschutes re
gion. fThoy assured mo that every
thing possible was being done to have
these maps approved and that they
hoped for a decision within a few
daya. Judging from press dispatches
it was made yesterday and our maps,
as well aa those of the Oregon Trunk
line, were approved at that time.

"This removes all attempts on the
part of the government to block the
building of the new Central Oregon
line, and all that remains for us uow
Is to begin the work of condemning
such portions of our required right
of way as we have not yet secured.
I do not approhond that this will be
a very difficult part of the work. We
already have a very cousldernhle part
of the right of way, especially that
part between the point where we
leave the canyon and Ileml, over what
Is called the Agency I'lnlus. I think
I may be able to ask for bids for
construction work upon this part of
me road within the nuxt 30 days."

nection with public land transactions
In Oregon, is being Bought In every
country by federal officers. His is
one of the few remaining in the
famous list of . Oregon land fraud
cases, and his trial, If ever hold, will
be of almost even date with the con
clusion of the land fraud prosecu
tions commenced by Francis J. Ho
ney. Meanwhile a suit brought at
the Instance of United States Dis
trict Attorney John McCourt Is pend
ing In the federal court to revert the
title of landB which were held by
DownB back Into public ownership.
Unofficial Information has renched
the dlBlrlct attorney's office that
Downs fled, learning of his Indict
ment, to Honduras, and that he Is
still In hiding there.
The lllngor Hermann enso, which
is of even greator Interest locally,
will be brought to trial. "The date
of the trial, however," said Mr. Mc
Court, "will depend largely upon the
lonvenlonce of Francis J. Heney, who
will undoubtedly conduct the proso-
cutlon. I consider It most fitting that
Mr. Honoy should have chnrge of
the case, not only because It adds a
closing chapter to 'the history of
and fraud proceedings commenced
by him, but because he 1b so thor
oughly conversant with the case and
so Intimately In touch with the situ
ation that he will bo ready to handle
the case In a masterful manner.

Judge W. W. McHenry In the Polk
county court today held that debts
may be deducted from- the actual
value of corporation stock for assess
ment purposes under the Iowa laws,
thus settling a question that has
been mooted for years and knocking
city treasuries out of thousands of

made on an appeal from assessment
by three big Iowa Insurance companies.

the pastor, who said Johnson volun
teered to aid tho church by giving
a lecture. Johnson was given an en
thusiastic greeting. He said:
"I am satisfied thnt Jeffries and
I will never fight. The reason Is he
Is growing too fat, and I don't care
to meet a man who comos out of
retirement. I want a real live one.
