kane were blockaded Wednesday.
Many streams in eastern Oregon are
out of their bounds and dry canyons
have become raging torrents. At The
Dalles an ice jam In the Columbia
Klver gorge Is piled 30 feet high,
threatening damage to the govern
ment canal and to the salmon can
neries at Celilo. In placeB the moun
tain of Ice is level with the basalt
bluffs on the south side. The west
ern part of the state Is much less
affected by the storm.

BUI Introduced In House to Change
the Management of the Ore
gon Soldiers' Home,
SALEM, Or., Jan. 20. A bill has
been introduced In the House to
change the management of the Ore
gon Soldiers Home, at Roseburg,
from the sole control of. the governor
to a board of control composed of
three members. Campbell of Clack
amas, has fathered the bill, which
provides that the legislature shall
elect B. F. Pike, C. A. Williams and
F. E. Hills as the three members of
thiB board of control. Pike la to
hold ofllce until the first Monday in
March, 1911, Williams until the first
Monday in March, 1913, and Hills
until the first Monday in March,
1916.
It Is further provided that the leg
islature shall on the fourth Monday
in January of each session meet in
Joint assembly and elect one member
of this board of control, who shall
bold ofllce tor six years.
At present the commandant of the
soldiers' home Is appointed by the
governor and this officer Is in charge
of the management of 'the home.
It is said that a number of old
soldiers are back of the bill - intro
duced yesterday and will work for its
passage.
The Boldfers home was created by
the legislature of 1893 and under
the first law the Institution was In
the hands of a board of trustees, ap
pointed by the governor. This law
was amended in 1896 and again in
1901 it was further amended In that
the board was abolished and the gov
ernor empowered to appoint- one
man, the commandant, to assume
charge of the affairs of the lnstitu
tlon.
The chcuge was made because of
continual strife among the members
of the board, who disagreed over the
appointment of ithe commandant and
other officers and were in continual
turmoil. - It was thought by the Leg
islature of 1901 that It would be
better to centralize the authority
and make the governor -responsible
for the conduct of the place.
W. - W. Elder, the present com
mandant, is a democrat, and it Is
thought politics enters largely Into
the proposed change, especially since
B. F. Pike, a former member of the
legislature, and one of the promoters
of the measure. Is a bitter partisan
