No use to mention bad roads they
speuk for themselves. There are 25
road districts In thin county which
are preparing to have good roads be
fore another winter, and the other
districts will doubtlcus soon fall in
line.

Thero ought to bo a moral In the
report of the secretary of the treas
ury. The deficit fur the fiscal year
ending June 30 last was r8, 000,000.
It Is one of the greatest in the his
tory of the nation. Yet it 1b estimat
ed that the deficit for 1909 will far
surpass It, mounting to the unpre
' cedented total of $1 14,000,000.
Nor Is this all. The estimate for
1910, without taking Into account
possible loss of revenue from tariff
reductions, Is placed at the great total
of $143,000,000. From the stand
point of business It Is a bankruptlve
proposition. The moral of it Is that
those who are conducting things are
"plunging." They are in a career of
high finance that must be checked or
affairs be turned over to a receiver
ship. Otherwise than In government
this national balance sheet with the
balance on the wrong side of the
ledger would be the Blgnal for re
duction of expenditures. That is the
course suggested by reason as well as
by business.
Our buslnoKB management has been
such that we have already reached
the point where indirect taxation,
graft and bad government cost every
head of a family In the nation $200
per year. On the average man every
added Dreaduuught costing $10,000,
000 levies a toll. Kvery one of (he
ninety odd thousand federal employee
put on the government salary rolls In
the last four years levies a toll on
him. All the thousands of govern
mental schemes of exploitation, cost
ing tons of money, are a tax on hie
toll, his time and his talent, Alt
this 1h a reason, ami a vital one, for
cutting government expenditures .
The cost of living in this country has
reached a point where wages, toll
and vital forces are swallowed up
In the struggle to merely exist, all
duo to indirect taxation, graft and
tho lapses of had government. These
are reasons enough for a reduction
of government expenditures, by dis
missal of an army of needless otllctals
and a stay In building the armaments
of an impossible war. If these, how
ever, are not reasons enough to con
vince rongreHs then the national bal
ance Hheet with Its deficits, present
and to come, should present the
moral In the good old logic of event
uating bankruptcy. Journal.

the consumer. The fact that cream
Is scarce and the demand great fur
butter, is no excuse for (he dairyman
to take advantage of the creamery
man's dependent condition and de
liver cream to him that is so- filthy
or so old and add that It not only
will not make iool butter Itself but
will so 'contaminate his whole batch
of .frciini that none of his butter can
be of first grade.
There Is no doubt but what there
are dairymen In the state who do feel
thai It is alt right for them to furnish
the creamer men with Just as poor
an article n any one could have

not at the convention. They are
not the class of men who attend such
meetings and assume the burden of
the work necessary for tho general
betterment of conditions. So it Is a

Resolutions were passed by the
convention favoring the enactment of
legislation which, when placed upon
the statute boks and properly en
forced will do much to advance the
dairy interests of the state. No hon
est dairyman can object to the pas
sage and enforcement of the proce
ed law and no legislator or tax payer
should oppose the small appropria
tion asked for to support inspection

ney C. H. Plggott, counsel for James
A. Finch, who is charged with the
murder of Ralph B. Fisher, this af
ternoon filed in the Circuit Court a
motion asking for an order from the
court requiring the appearance of it.
J. Walls and C. M. Kissinger, of Eu
gene, as witnesses for. the defense,
In an affidavit filed by Piggott in
connection with the motion, Piggott
declares that Walls and Kissinger
will testify that on the afternoon or
November 28. the day Finch shot
down Fisher, they were standing
across the street opposite the win
dowa of Fisher's private office: that
they chanced to look up at the win
dows and saw Finch and Fisher
struggling back and forth in front of
the window. They will also swear,
says the affidavit, that they saw Finch
with his back to the window and
with hands and arms extended; that
later they heard the shots fired,
Walla and Kissinger are further ex
pected to testify that they recognized
the defendant, whom they have
known for many years. They will
swear as to the scuffling which took
place for some time while Finch and
! Inner were in the range of thel
vision.
Arthur C. Spencer, associate court
,86! for the Harriman system in this
territory, will be associated with Dis
trict Attorney Cameron in the prose
cutlon of Finch. Mr. Spencer will
appear as special prosecutor for the
state In this case at the request of
District Attorney Cameron. Mr
Spencer was formerly Deputy Dis
trict Attorney under John Manning.

gon argument In morals there can
be no question whatever. The
choice of Chamberlain for senator,

primary law which was designed to
effect practical election of United'
States senators by the voters of the
state. That the primary law has not
worked satisfactorily from tho be
ginning does not mitigate for a mo

proposal now mooted that the legis

tion of public sentin'ient which would

Senator-elect Albert Abraham Is
preparing to apply to Governor Cham
berlain for a pardon for George
Green, who was sentenced In the cir
cuit court here In April, 1907, to one
year's Imprisonment in the peniten
tiary for obtaining money under false
pretenses. Green passed one of those
$10 Georgia State Dank bills, issued
before the war, upon a Drain store
keeper In payment for some articles,
less than a dollar In value, and re
ceived legal money in change. Huv
ing other genuine money on his per
son. Green reimbursed the store
keeper for his loss, after being
brought to Hoseburg, but this did not
exempt him from the penalty of the
law. ureen comes of a good family.
Ills brother Is a prominent lawyer of
Ilrooklyn, N. Y., a member of th
New York legislature and chairman
of ItB committee on general laws. He
has provided the necessary funds to
defrny the expense of his brother's
return to Brooklyn In the event of
his pardon, and Mr. Abraham hopes
to secure this in time to enable the
man to reach home by Christmas.
