Change In Pntu-nt lUmd Iaw.
ALBANY, Or., Dec. 12. The con
vention of the Linn County Good
Hoada League, which came to a clone
Ituit evening, went on record against
the creation of a state road commis
sion and opponod the matter of a imb
11c highway extending through the
state southward. Judge C. II. Stew
art showed weak points in the pres
ent road laws. Laws and changes In
laws were proposed, as follows:
Providing for an annual road meet
ing In each district, with power to
determine what roads shall he built
and improved; giving dlutrlcts the
power to make special levy to carry
on additional Improvements; giving
the road districts the power to elect
the road suiwrvlsor; providing for
the combining of large districts
where timber lands predominate and
to divide the funds derived from
these sources to the various districts
of the county.
A recommendation was adopted, as
followo: An annual meeting shall he
held In each road district, which shall
have the power to determine what
roads shall be Improved, and to de
termine the character and extent of
the Improvement. At the meeting a
special tax may be levied sufllcleut to
carry on the proposed road work and
the process of levying this tax shall
be made as simple as possible. The
plan used at annuul school meetings
was Indorsed and accepted as a good
model. It was further
Hosolved, That It Is the sense of
this meeting that the county court
of Linn county should levy not more
than 1 mill for special road purposes
under the present road law; hut that
the said county court should levy a
2 -mill tax In addition to that neces
sary for general county purpoKes, and
that the same and whole thereof
should be expended on the road of
the county under the direction of the
county court.'
BLACK SPOTS ON l'OIlK.
(O. A. C. Bulletin.)
During tho butchering season of
the year the Kxperiment Ktatlon fre
quently receives Kpeclmens of pork
that present an unmarketable appear
ance. Tho rind, or skin, tnken from
the abdominal region nnd liiHlde of
the legs, Is found to be dotted with
Mack wart-llko growths of various
stzeB ranging from that of a pln-heal
to a hazelnut. Many of these hjio.h
In the early stages contain a small
amount of pus, and by careful exam

burled deeply In tho skin.
The mite causing these punt u res
and subsequent black sputa Is known
as DenifHlex fiilliriiltirum var mi In, a
very largo name for such a small
mite that may he soon only by the

Just when the mite uttacks the hog
Is not well known, and ns It Imrrown
deeply Into the skin, treatment or
the uko of hiHOctlcldes Is of little
value; besides there is no Indication
of Its pTenenco until the time of
butchering, when the damage Is al
ready done.
These blackened spots, although
unsightly, do not Injure the ment for
food, ami they may be completely re
moved with the skin.

Notice has been served not only

WASHINGTON, Dec. 13. It Is
held by the Supreme court of tho Dis
trict of Columbia that the Interior
Department cannot require that en
trymen under the timber and stone
act shall personally go upon the land
sought before making their initiative
entry. This decision was rendered fn
the case of Mary S. Ness, whose tim
ber entry of a tract In the Roseburg,
Or., land office had been cancelled be
cause she had not visited the land
before filing. The court holds that
the department was without author
ity In cancelling this entry merely on
the ground "that the applicant dis
covered the character of the land
from having had an expert examine
it." This decision Is of far-reaching
effect, and seriously affects the new
regulations recently promulgated for
the enforcement of the timber and
stone act.
