A special commission to Investigate
the conditions of country life, sent
out from Washington, D. C, have
been pursuing tbelr work (?) In such
backwoods districts aa the cities of
Los Angeles, Ban PranclHco, Port
land and Seattle. When they find
how people exist In such out-of-the-way
places they will probably turn
itheir attention to the more remote
districts, such as Denver, Chicago.

dent Roosovelt's last annual message
to Congress is now known to be prac
tically finished, and those who have
had opportunity to glance at Its con
ten La declare that it Is a veritable
classic and will take rank as one ol
the most lniKrtant stato papers ever
written by a president of the United
Btatna. It has been the prosident'B
ambition to make this message a
summary and a faithful register or
his administration, and ho has spent
many months striving to accomplish
this effect.
Much attention will be paid In the
massage to questions of economic re
form In which labor Is deeply In
terested. One of the most Btriking
f mlu res will be the recommendation
of an amendment to the Shorman anti-trust
law exempting labor organ
isations from Its provisions, and the
passnge of an antl-lnjuitrtlon law

Under a recent Supreme court deci

labor unions conducting a boycott

Whether tho president will push

the demand for the creation of an
Appalachian Forest Reserve. Also

policy looking to the purchase uf at
least one legation site a yeur will be
renewed.
The placing of dates upon the la
bels of packing house products and
tho payment or the cost of inspec
tion by the packers Is another mat
ter to which be will call attention.
The demand for uniformity In divorce
laws will be reiterated, as well an na
tional child labor legislation.
Although It Is generally under
stood that the president will leave to
his successor the treatment of tariff
revision, the desirability of placing
wood pulp on the free list will again
be pointed out.

It. Land Grant Suit.
PORTLAND, Or., Dec. 2. A very
lengthy bill of Intervention, con
raining about 0000 names, was filed
this morning in the United States
court In the case of the Oregon and
California Railroad land grant, con
slating of over 2,000,000 acres,
which the government is endeavoring
to annul. Tho bill or Intervention
was filed by C. I. Leavengood
Koeeburg atlorney, through a firm of
Seattle lawyers and contains about
6000 names of applicants for tho
purchase of the land, which under
the grant was to be sold at nut over
12. GO an acre.
The grant given to the railroad In
1869 specifically states, however, that
tho land must be sold only to actua
soUders and It Is not believed that
tho applicants, whose names were
filed this morning, as well as about
600 filed some time ago, will have a
better chance of securing the land, In
case the government wins lta suit,
than any other applicant who may file
on the land In due form.
It Is (the purpose of the bill of
Intervention to show that the ai-
pllnants, whose names appear, should
have a prior right to the land If the
railroad loses the suit and the gov
ernment recovers the land.
The government is altltempting to
annul the grant on the ground that
tho railroad company violated the
law, which states that the land must
be Bold only to actual sottllers. In
areas not larger than 160 acres to
each one, and that the price should
not be over $2.50. The government
la trying to establish the fact that (he
railroad company violated each one
of the above requirements. There
are at present about 100 actual settl
ers on the land who are made defend
ants In the government ense jointly
with the railroad company.

cattle on the ranges of Colorado are
reported to be starving with the pros
pect of an unprecedented loss to
cattlemen. The winter opened early

of cattle perished In the recent snow

Ruby Braten Suicided Says Jury

MARSHFIELD, Or., Dec. 1. "We.
the Jury, find that Ruby Braten
came to her death by Jumping from
the launch, Marshfleld."
This was tho verdict returned by
the Jury In the inquest conducted
over Ruby Braten, whose body was
recovered from the bay yesterday.
H. Helmken, the father, today was
endeavoring to have the verdict re
considered. He declares that be hns
positive proof that she did not jump
from the boat, but fell during a taint
ing spell.
Irene Davis, who was with Mrs.
Braten at the time, and May Ather
ton, who conducts the reBort where
she stayed, testified that she had not
been di Inking. Dr. E. E. Straw tes
tified that there was every Indication
that the was under the Influence of
llqt nr at the time.
The body will be taken to the fam
ily home In Woodburn Saturday.
Mr. Helmken was formerly as
sistant superintendent of the Ore
gon State Reform school and also
was engaged for years In secret ser
vice work.

INSANITY FITCH'S DEFENSE
PORTLAND, Or., Dec. 2. Emo
tional Insanity and self-defense are
the two pleas on which the attorneys
for J. A. Hitch, the slayer of Ralph
B. Fisher, hope to save him from the
gallows. A statement to this effect
was made itiifs morning by Attorney
Charles Lord, counsel for Fitch:
"The killing of Mr. Fisher," said
Attorney Lord, this morning, "was
suerlnduced by Mr. Fitch's persecu
tion as a member of the Oregon Bar
Association, and by various state
ments made to and of him concern
ing his relations with his clients. I
understand that during the last two
weeks prior to the unfortunate oc
currence he had Indulged in the ex
cessive use of intoxicating liquors.
In addition to that he was married
about two weeks before the unfor
tunate Incident, and the persecution
that appeared to follow him worked
so much upon his nerves that he re
turned to the excessive use of intoxi
cants, and became frenzied by rea
son of the charges made against him.

SAN FRANCISCO, Dec. 2. An In
dictment has been returned by the
grand jury against Alexander Lath
an. at one time Abraham Ruef'a
chauffeur, charged with committing
perjury in the graft cases. Ball has
been fixed at $10,000, which has not
yet been furnished.
