In a sweeping victory for the friends
of Chief Forester IMnchot today.Wlth
n few recommendations for change in
the forest regulations the congress
adopted resolutions indorsing the
forest service as well as other gov
ernment bureaus concerned In the
work of development and reclama
tion. It also look advanced ground
in favor of conservation of natural
resources In general.
Compromise on Forestry.
The report of the commltree nn
resolutions was adopted without dis
cussion at the close of the morning
se- i -n. Affnr n long contest before
the committee, the critics or the for
est service were satisfied with the
following:
Resolved, That It is the sense of
this congress that such legislation
should be had, in Justice to the For
est Service and claimants to property
rights within the National forests, as
will provide for a review at the in
stance of any party affected, by a
competent tribunal of controversies
relating to homestead entries of for
est control or regulation, arising
from any action, roirulntion or ruling

That whenever large tracts of land
suitable for agriculture aud which
are not natural forest and which are
not Intended to be made forest aud
which are not necesary or proper for
the preservation of the forests or the
watersheds or water supplies for the
purpose to which they have been de
voted, lie within forest reserve
boundaries, such tracts should be
restored to entry as public lands.
Another resolution Is upon the
utilization of streams for the purpose
of electric power and favors the re
moval of restrictions upon such
use.
Conservation of Resources.
After recommending the construc
tion of levels and revetments where
needed, drainage works for the re
clamation of swamp and overflowed
lands and the general conservation of
waste waters, through reforestation
and other means, the resolution con
tinues: That a census of the standing tim
ber In the United States should be
authorized by congress, and that the
states should be urged to co-operate
with the Nation for the preservation
and enlargement of our forest re
sources by adoption of uniform laws,
and that forestry, irrigation, drain
age, flood protection, water storage
and river regulation and control for
navigation and water power should
be regarded as one great Inter-related
subject in all legislative and
executive polities.
That power made available by Na
tional irrigation works, when once
applied by pumping or other duty
Connected with Irrigation, should be
regarded as appurtenant to the land,
and we urge the enactment of laws
to this end.
Forest Service Indorsed.
The resolutions give sweeping In
dorsement to the work of the Recla
mation Service, the Forest Service
and the Geological Survey and urge
on Congress continued support and
increased appropriations for all of
these bureaus; urge the repeal of
the timber and stone act, "to the end
that the accumulation of public
lands In the hands of a few great
corporations may be arrested;" urg
ing that the Carey act be m&de ap
plicable to the territories; indors
ing the movement to hold a session
of the congress hi Washington in
1910. to he known as the Interna
tional Congress on Irrigation, and
asking appropriations from the state
and the federal governments for this
congress; ask Congress for an ade
quate appropriation for the use of
the hydrographical division of the
Geological Survey to determine by
experiment and measurement and
observation the practical effects of
grazing and lumbering on the sup
ply of water for irrigation and on the
erosion of the soil and that such in
vestigation extend over the various
watersheds, both in and out of the
National forests and that such Inves
tigation be prosecuted simultaneous
ly throughout all the states and ter
ritories of the arid and semi-arid
West."

Control of Forest Hungers.
ALBANY, Or., Oct. 2. A big for
est fire is now burning in tho Cas
cade forest reserve, ten miles east
of Detroit, according to reports re
ceived here tonight from that town.
It broke out three days ago anil is
now beyond the small force of rang
ers which Is fighting it.
Thus far the Are has burned prin
cipally in second-growth timber, and
brush covering nn old burn, but good
timber is endangered nnd only rain
will stop the lire. How this tire
stnrted has not been- learned. It Is
only a rew miles from the scene of
the big Are in that part of the moun
tains In August, but that (Ire was
thoroughly extinguished by rains.
J. W. ilnmmell, of Albany, who
returned today from Detroit, says
the fire is burning near Coffee Moun
tain, on the line of the old Oregon
Pacific survey, about ten miles east
of Detroit, terminus of the Corvallls
& Kastern.
J. A. Heidcck, of Detroit, who vis
ited the scene of the fire, estimates
thai the flames have already covered
500 acres.

Three miners are known to have been
killed and six others are missing as
the result of an explosion in the
'lonncBsee Coal Company's mine at
Blossburg today. The missing men
were entombed by the explosion and
s torce or men are working desper
ately to rescue them.
Three Deaths Here Also.
CHICAGO, Oct. 3. One man . was
killed, two others were burned so
bndly that tliey will die and a score

a ladle containing tonB of molten
metul overturned at the shops ot the
Grand Trunk rnllroad today. The

burned them horribly.

tore her death, and McClown had
