PROTECT DEPOSITS
GUARANTEE PLAMK ONE OF MR.
BRYAN'S WINNINQ CARDS. '
Tht Object Lasson In Oklahoma and
Convincing Men thai their Saving)
In Banki Should bo Protected aa
Wall aa Government Depoalta.
The' Democratic National Platform
farora fuarunteod bank depoalta; the
Republican pla'form la silent on that
ubject.' Mr. Bryan heartily cham
pions the plan; Mr. Taft la strongly
opposed to It.'
Mr. Taft and Otiarantted Dapoelts.
In hla speech of acceptance Mr. Tafl
puts iifmaelf squarely on record as be
Inc opposed to guaranteed deposits.
He says: "The Democratic platform
recommends ' i In upon national
banks and lipba' anch state banks si
may come Ih, In the nature of en
forced Insurance' to raise a guaranty
fund to pay the depositors of any
bank which falls. The proposal Is
wholly Impracticable unless It Is to
be accompanied by a complote revo
lution In our banking system, witit a
supervision so close aa practically to
create a government' bank. If the
proposal were adopted exactly sb th
'Democratic platform suggests. It
would bring the whole banking syntem
ef the country down In ruin."
Why seek' to confuse the people on
simple proposition f We are sup
posed to hsve Government super
vision of national bauks now. Super
vision does not mean a government
bank; It almply means that the na
tional bank Inspectors will do just as
they ara expected -to do under exit
ing lawmake their examination of
banks thorough and make prompt and
effective correction of any Irregulari
ties discovered. So It will be difficult
to frighten the people by the claim
that guaranteed deposits means tho
rough supervision of banks. That's
Just exactly what the people want.
It la absurd to say that guaranteed
deposits would "bring the whole hank
lag syatem of the country down to
ruin."
What does "guaranteed deposits"
meant' It mean that the savings ol
the masses' shall be secured so that
when men and women deposit their
hard-earned 'money Ih banking Insti
tutions, they need not worry for fear
It will be lost through the reckless
ness and dishonesty of bsnk officials.
The Federal Government demands of
these banka security for the money
It deposits. " As a rule state govern
menta and county governments and
municipal governraenta make similar
requirements. But now that It Is pro
posed that depositors generally shall
have some 'siu-h ' afcsurnnce for the
safe keeping of their Wealth,- we are
told by the Republican candidate fui
the Presidency that the adopttun ol
such a plan "would bring the wholi
banking ayetem of the country down
to ruin."
Oklahoma's Object Lesson.
Oklahoma has the guaranteed de
posit plan and the following Assoclat
ed Press dispatch tells of Its opera
tion In the first bank failure since the
law went Into effect:
-Outhrte. Okie . Mar II. I08
Wlthla one hour from the time H II
Bmock, Oklahoma banking commie
lour, had taken charge of the In
ternational Dank of Colgate he had
authority te pay the depositors In full,
though the bank's cash and available
funds Irn'otneTfrnhkn fen '.'!. 000 short
of the total amount of deposits. The
eommlaoloner was enabled to do this
aaaer the operation of the new hank
lag raw, end this Is the Drat time It
has been called Into use Under the
operation of the guaranty hanking
law ef Oklahoma a tariff of I rent Is
levied upon the average annuel' de
posits of the banks, and this money
la used la payment In full of all de
positors of an Insolvent state bank,
after she funds have been exhausted "

and dues not know anything about
the bank's solvency or methods? And
loss to the national government, to
the state, to the county or to the city
would be borne by all the people and
thus be small upon each one, whlk
the loss to the Individual bus to be
borne entirely by himself and may
wipe out his entire savings. Is not
''the argument stronger In favor of the
protection of detoltors than it is In
favor of the protection of the nation,
the state, the county or the city?
But the case Is even stronger when
the bank Is required to put up specific
security for the protection of national,
state, country, or city deposits. Its
gilt-edged securities are thus hypothe
cated and the inferior securities are
left for, the security of the dejiosltora
ro that, as a matter of fact, the pub
tic deposits are not only protected,
but thuy are protected at the expense
of the Individual depositors. What
chat! we say of a national bank which
willingly gives the government speci
fic security and then opposes the pro
tection of depositors? And, strange to
say. these big banks that get the long
deposits from the government upon
specific security are the very ones thai
l.ave fought and are fighting the sys
tern for the ciinninty of depositors.
It Is time that the depositors under
Hood the situation and got together
for their own protection. Will any
banker who Is opposing the guaranty
rystom answor this arguinont and ex
pluln why It Is right to protect gov
ernment deposits and wrong to pro
tect Individual deposits?
When the International Dank al
