Preparations for this year's Orange Fair and Festival, to be held at Gresham. Oregon. October 6-10, are being pushed rapidly forward and the exhibits and other attractions promise to surpass the splendid fair and carnival of last year. A beautiful site of nine acres has been secured; and is being laid out for a park. Workmen have begun the erection of the buildings. The pavilion will be 60x150 feet, two stories, it will be well constructed and floored, affording nearly three times the exhibit room of last year's temporary pavilion which was over crowded with exhibits. A lnrgo poultry-house nnd stock sheds will he built, besides a grandBtnnd, office, etc. With new grounds, new nnd sub stantial buildings, nnd permanent financial backing, every citizen of Portland and of the surrounding country has reason to expect a great Fair at Gresham and the manage ment is determined to bring It about A Grange Fair Asociatlon with n capital stock of $5000 has been In corporated and over half the stock subscribed. The board of directors consists of fifteen persons, selected from different parts of the patroniz ing territory of the fnlr. These are nil representative citizens nnd many of them specialists in somo lino of farming. United States Circuit Judge Well born rendered a decision Sept. 1st. nt Los Angeles, in tho case of the Pacific Telephone & Telegraph Com pany against the city of Pomona, In favor of the city which is of far reaching Importance. In effect he held that a city has a right to pre scribe how Its streets shall bo main tained, and that no corporation can put up Us iKiles nnd string wires without Hie consent of the municip ality. The company sought to restrain the city from cutting down Its poles and the mnlter hns been pending for more than a year. Attorneys for the telephone company maintained that inasmuch as It did an Interstate busi ness tho city could not Interfere with It.
