Esti mates made by sheepmen of Lake county show there has been a big decrease in the number of sheep 'n the county In the past two years. It Is estimated that in 1906 not lena than 600,000 aheep were run on the ranKe of this county, hut this year there are less than 200,000. This decrease has cut down the revenue o fthe county and has forced many of the former woolKrowers out of the business. The things that hav contributed to the reduction are that range has been scarce since the crea tion of the forest reserves, that the price of wool has gone down, the high price of carcasses last year, and the fact that many of the lan (if: or the county that have heretofore been open to the sheepmen have been leased and closed to. the woolKrow ers. addings to the scarcity of the range caused by the reserves, on which the number of sheep are lim ited so that the gras sis protected The chief wealth of Lake county has here tofore been in the wool and mutton industry, but there will be a big decrease In the Income from this line this year. Undardrainaga Batow 8urfaca With Farm Tilaa a Graat Protection Side Ditchaa That Hold Watar Make an Inferior Roadway. Tile drainage, says Professor Ira O Baker, la the very beat preparation fui a gravel or a stone road. Grave! oi broken stone placed upon au umlrnlned foundation la almout sure to sink grad. uully, whatever its thickness, whereat a thltiner layer Umii tin uuderdralncd roadbed will give inueh better service "Hoads tiled without gravel are bettci than roads graveled without tile." The road should be tinderdralued w as to keep the water level well below t he road b rfm-e. 1 u moat loen I It let this can be accomplished reasonably well by laying a line of farm tile thret or three and u half feet below the road surfnee aloug one side of the road way. It is sometimes claimed thai there should be a tile on each side ot the road. Some writers on good roads advocate the use of a line of tile under the mid He of the traveled portion, and some idvocnte a line oil each side of tin wheel way. The object sought by Chest tiles Ik rapid drainage, and therefore il !s urged that they should be laid neat the surfnee. It is doubtful whethei any water will reach the tile, since thf road surfaco when wet is puddled by the traltic, which prevents the watct percolating through the soil, and It if ''ertaln that in clay or loam the drain age thus obtained Is of no praetlcnl value. More tbau one fanner has ti led to drain bis barnyard by laying tile near the surface, always without ap preciable effect White a line of tile on one side of the road is usually sufficient, t lie re Is often n great difference as to the Bide nu which It should te laid. If one Hide of the road Is higher than the other, the tile should be on the high Hide to Intercept the ground water that Is flowing dowu tho Blope under the sur face. The tile should be laid hi the bottom of the slit ditch below the frost line. Of course the tile should have a uni form grade and a sutHclent fail aud an adequate outlet. The size of the tile required will depend upou the length of the line aud the grade of the ditch, but local experience in farm drainage i.i likely to Ih a better guide than any general statement that can be made. Farm drainage Is nllnost certain to precede road drainage lu any particu lar locality. The aide ditches are to receive the water from the surface of the traveled way and should carry It rapidly and entirely away from the roadside. They are useful also to Intercept and carry off the. water that would otherwise How from the side hills upon the road Ordinarily they need not be deep and If possible should have a broad, dar ing side toward the traveled way to prevent accident If a vehicle should be crowded lo ttie extreme side of the roadway. The outside hank should be Hut enough to prevent caving. The proper form of ditch Is easily made by the usual road machine or road grad er. The side ditch should have a five outlet Into some stream so us to carry the water entirely away from the road. No good road can le obtained with side ditches that hold the water until It evaporates. .Much alleged road work Is a posi tive damage for this reason, riling up (lie earth In the middle or the road is perhaps In Ittrelf well enough, but leav ing undralned holes at the side of the road proluihly more than counterbal ances the benefits of tho embankment. A road Iretweeii long artificial ponds Is always Inferior aud Is often impassa ble. It Is cheaper and better to make a lower embankment uud to drain thoroughly the boles nt the side of tho roads. Often the public funds can be more wisely used In making dltche lu adjoining private lands than In muk lug ponds nt the roadside In nu at tempt to Improve the road by raislug the surface. QUESTION CHARTER (Continued from page 1.) i LOCAL NEWS. Ulvlng r.gor;DBeS ! boarded at reasonabl. rat". . dTfl of the people want anything and have provided the means for getting it, they are not going to be mopped for any considerable length of time by the Intervention of an inconse quential legal technicality, and the persistent work of a few knockerB who do not dare to make an open fight against the paving. There Is no good reason why the paving work should not go right ahead as planned, as the bond Issue can easily be made legal before any payments whatever on the paving work come due.
