Bids of the Warren Construction Co.
for paving ' four blockB on First
afreet and three blocks Intersecting
with Second street, were accepted by
the council last night at Its adjourn
ed meeting, and the mayor and re
corder were Instructed to enter into
a contract with the paving company.
The coutract, however, Ib contingent
necessarily upon the paving of the
street car rlght-of-wny, which work
will have to be completed before the
remainder of the street enn be paved.
Mr. HlrBchborg, owner of the street
railway, has Btuted his willingness In
do his share of paving, and it Is now
up to him to do something.
According to the figures submitted
by the paving compnny It will cost on
an average of $2.60 per square yard
to pave.

October 7, It will be with a weak
ened ease In consequence of this of
ficial blunder. Drey's story was In
tho nature of direct incriminating
evidence. Tho rest Is ch telly cir
cumstantial. Tho vicious murderer of
Wolff after boating his victim with a
hatchet, robbed the body and the
Wolff pawn shop and made off cov
ered with blood. A few days later a
'hlood-hesiuoarod shirt was found by
Patrolman (Jollz on a rubbish heap in
the North Knd. Py the laundry mark
it was traced to M. Sichel, a husinesH
man. Hlchel recalled having Hold tho
shirt nnd three others like It to
Drey, a peddler. Drey was found and
told of having sold tho shirt to Mar
tin. He sold one shirt to Martin
and had the other three In his pos
session. This evidence was the most direct
available, and with tho array of sup
porting circumstantial evidence, wan
regarded as HiifMcleut to insure con
viction. As the case Is left with
Drey's absence the state will have
to depend on circumstantial evidence.
Those who followed the case are
positive Martin Is the man who mur
dered and robbed Wolff. Put wheth
er It can be proved Is another mat
ter. At the county Jail Martin Ih an ex
emplary prisoner. Although he was
an abject slave of morphine when
he entered the Jail he does not use
.tho drug any more. At the city Jail,
Immediately after his arrest, ho was
given small tabletH of tho drug, but
after entering the county iusdlutloii
Jailer Hunter cut off tho suVply al
together. Martin whimpered for the
drug at first, but now never asks for
It. He has gained LTt pounds since
entering the jail, and has nothing the
appearance of a morphine Mend.

report of the car elllciency com
mittee of the American Railway As
sociation was Issued today. It shows
another leap In the direction of
prosperity.
Since the last report there has
been a decrease of 2S.SC2 In the total
surplus of cars on tlii railroads of
tho l ulled Slates and Canada, the
surplus now being 2r.:i.00S. Of the
tleerease, 7708 are .boxcars. 12.041
coal and gondoln nnd 1910 tlatcars.
In addition to the decrease In sur
plus nvallable cars, there is reported
a decrease of 5200 In the number of
bad order cars. This would indicate
an Increased activity In repairing of
cars to be ready for fall business.
