WASHINGTON, Aug. 25 Visitors
returning from I'anania say that
there Is a good deal of.dissalisfactlon
and jealousy among the higher of-
liclals of the Canal one over the ap
parent favoritism In the matter of
salary and emolument, compared
with the duties performed, which, it
is claimed, Is shown to one of their
number "merely because he is i
friend of President Itoosevelt."
Joseph Hucklln llishop, the secre
tary of the Canal Commission, Is the
one concerning whom complaint Is
made, and It is declared that the at
tention of congress and particularly
of the appropriations committee will
he called to the matter at the com
ing session. Bishop draws an an
mini salary of $10,000 and It Is
charged that there has recently been
liulll for him a handsome residence
al a cost of Jtio.ooo which he occu
pies rent free. In addition, it Is al
leged, he has carriages and four
horses maintained at the cost of the
government besides three messen
gers who, nfter doing their day's
work at Ihe ollice are called upon to
perform oilier ditties at Bishop's
house. In return for nil this "ful
ness" It Is declared that llishop does
rry little work. He is supposed to
'(lit the "Cnnal Record," a weeklv
publication devoted to the printing of
reports on the progress of the canal
wots nnil Incidents of life In the

lerforms practically all the duties of
getting out tills weekly, and that
Mlshop Is scarcely ever at his olllee.
The affair has almost approached
Ihe dimensions of a scandal on the
