All Monday afternoon was occu
pied by the special) committee of the
city council, conuiRtlng of Council
men Joseph ho n, Mlcelll and Worth
InKton, and W. L. Archamhcnu, rep
resenting the Warron Construction
(-0., arranging the details of the con
tracts for 18 blocks of Btreet paving
to be done In Roue burg this fail.
The work is to be commenced some
time the coming week, the contract
specifying that a rock crusher, etc.,
Is to be on the ground not later than
Saturday, Sept. fith. It Is also speci
fied In the contract that the complete
plant for laying the bltulithlc stir-
facing for the pavement shall he
hore by Oct. 15th, of this year. Km
bodying of these conditions In the
contract Bhould certainly squelch the
knockers and put an end to the talk
that no paving will be done this
year. It also gives assurance that
If the weather Is ordinarily favorable
a large portion, if not all, these 18
blocks of paving will be laid before
the winter rains sot In.
It Is very probable that rock from
Mt. Nebo, at the west end of the
big bridge across the South lTmpiun
river will be used.
Paving work will probably begin
on Sheridan Btreet, opposite the de
pot. Cass street will come next and
then Jackson or Mnln. .
It will require several weeks to
put the curbings, dralnnge pipes, etc..
in place before the street surfacing
can bo put on, and it 1b probable that
October Kith is as soon as the bltu
lithlc plant could be used, even were
It now here. The 18 blocks to be
paved are laid out In Beven separate
sections with a separate contract for
each. In general specifications they
are Identical, however. Ah every
body Is Intrested In this work we
publish the contract for Jackson
street, In full, as follows:
PAVING CONTRACT.
THIS AGREISM 10NT, made and en
tered Into this duy (if August,

Koseburg, Oregon, a municipal cor
poration, party of the first part, and
Warren Construction Company, a
corporation, organized under the
laws of the State of Washington, and
authorized to do business in the
State of Oregon, purly of the sec
ond part,
WITNESS KTH:
That Whereas, by virtue of the ac
tion of the Mayor and Common
Council of the City of Roseburg, bid
have been heretofore received by the
Mayor and Common Council of said
City of Roseburg, for the work and
materials hereinafter contracted for,
aud said bid of the party of the sec
ond part having been accepted by the
party of the first part, as hereinafter
set forth, and a resolution having
been passed hy tho Common Conucll
of the City of Roseburg Hint the con
tract for snld work and materials be
awarded to the party of tho second
part, upon the terms hereinafter set
forth; and

action the contract has been awarded
by the Mayor and Common Council
of the party of the first pnrt to tho

NOW. THEREFORE, in considers-

ant and agro to furnish all mater
ials and to do all the work above
mentioned In a first class, lmhsljmllu
and workmanlike manner, u:id for
the prices above stated, and in con
formity with the plans and specifi
cations above referred to, and the
terms and conditions therein, uud in
consideration of the covenants and
agreement herein mentioned to be
performed by the second party, the
party of the first part hereby agrees
to pay to the party of the second
part the prices for sntd work und
material as hereinbefore set out, at
the times as hereinafter stated.
IT IS KUtTHlOU A(iREEI). That
the work shall commence within ten
days after the signing of this con
tract, that a rock crusher shall be in
stalled at Roseburg by September
Mb, 1908, and a paving plant Instal
led at Roseburg, not later than the
Iftth day of October, liMiS, aud that
the party of the second part shall
complete all of the work to be done
under the contract, on or before the
first day of August, 190!); and
IT IS HEREKY AGREED, That If
the work is not completed at that
time, the City may deduct from the
amount due the contractor the sum
of Twenty Five ($2f,00) Dollars per
day for each and every day that the
work remains unfinished after that
day, which said sum of Twenty Five
($25.00) Dollars per day 1b hereby
agreed upon by the parties hereto as
fixed and liquidated damage that
the ('Ity will suffer by reason of the
failure of the party of the second
purt to complete the work within the
time ugreed upon.
IT IS FURTHER AGREED, That
no allowance will be made for extra
work of any kind, unless such work
shall have been ordered In writing
by the Mayor and Common Council
of said City.
If the contractor falls to pay the
men employed upon the work, or for
material used therein, the Engineer
may deduct from the payments due
said party of the second part the
imouut necessary to pay such claims
for labor and material.
The party of the second part shall
lot be entitled to damages on ac
count of delay, but If such delay is
occasioned by the party of the first
mrt, then the second party shall be
entitled to an extension of time In
vhlch to complete the work, to he
letermlued by the Engineer of said
mriy of the first part.
The party of the second part shall
like all necessary precautions to pre-
ent nccldents and shall i indemnify
ind save harmless the City from all
Milts or actions brought against the
ity for or on ncount of any Injuries
'cceived or damages sustained In the
onslruction of said work, or due to
legllgence In guarding the same.
IT IS FURTHER AGREED, That

II Stages Held up in Yellowstone
Park in One Day.
YELLOWSTONE PARK, Wyo.,
Aug. 24. The greatest stage hold-up
in the west In many years, at least
in the number or coaches held up, oc
curred today within the boundaries
of the Yellowstone Park. The work
was done by a lone highwayman, and
the passengers were absolutely help
less In ills hands, as no guns are per
mitted in the park to either drivers
or tourists. 1
In all it Is estimated from the
statement of passengers, that some
thing like $2000 In cash was obtain
ed, drafts worth $10,000, other pa
pers nnd transportation, besides a
rich haul in watches and jewelry.
In nil eleven coaches were held up
and 125 people robbed. Soldiers
started in pursuit of the bandit,
while the Irate victims held a mass
meeting and passed resolutions con
demning bitterly tile government for
Its failure to afford protection to
tourists in the park.
