the- tangled ends of their business
and begin anew. All the signs look
hopeful, and when business Is re
sumed in the east we look for metals
to begin to rise, especially copper,
because there are a thousand electric
power and railroad companies wait
ing an auspicious lime to begin oper
ation. August, generally a dull
month on both sides of the continent,
we believe that before this August
is over there will be extreme activity
all along the line.
There Is a double motive behind
all this. The republicans will want
to employ their men and say to
them: "The troubles of last, year
are passed. If Mr. Taft is elected,
your places will be secure for an
Indefinite time In the future; If he
la not, we shall have to close down
Just so soon as we can work off our
surplus slock." The democrats will
want good times so that they can
tell their men that the republicans.

NOTICE FOB PROPOSALS FOR
STREET IMI'KOVKMENT.
SEALED proposals will be re
ceived by the Recorder of the City
of Roseburg, Oregon, at his office in
said city, until Monday, August 17th,
1908. at 8 o clock, P. M., for the im
provement of CASS STREET, from
the West line of Main Street to the
West line of Sheridan Street, In the
manner provided by Ordinance No.
'.:','J, and the plans and the specifica
tions for Bald improvement on file in
he olllce of said Recorder.
Ail bids shall be submitted on
blanks which will be furnlBhed upon
ippllcation to the City Recorder. No
iroposals will be considered unless
accompanied by a certified check In

if Roseburg, for 5 per cent of the
amount bid, to be forfeited as fixed,
and liquidated damages in case the
bidder neglects or refuBes to enter
Into a contract and provide a suit
able bond for the faithful perform
tnce of said work in case the con

will be required for 30 per cent of
the amount of the contract, to be
'urnlshed by a surety company ac
ceptable to the City of RoBeburg.
The time -stated in the proposal
'or completing the work will be cou
idered in awarding the contract.

maintenance of said street for a
period of ten years, as provided by

rect. Proposals for repairs must state
amount each year for which the bid

must be accompanied by. a separate

repairs. If entered into, to be paid
out of the General Fund of the City.
ATTENTION of all contractors is
'tilled to the agreement of Warren
Hrothers Company, filed with this
City, in accordance with which agree
ment -Warren Brothers Company
agrees to license all contractors de
siring to bid for the work to lay the
llitulitlilc Pavement In accordance
witli its patents and the terms of
nid agreement.
The right to reject any and all
bids is hereby reserved.
