Final passage of the atreet paving
ordlnancea In to be made by the
Roseburg city council at their reg
ular meeting tonight. This will be
followed by Instructions to the city
recorder to. Immediately advertise
for bids for doing the paving of the
18 blocks of streets as specified, and
also for the' construction of the new
concrete and steel bridge over Deer
Creek, at the foot of Jackson street.
The $35,000 worth of bonds voted at
the special election last . April will
also be offered for sale at once.
These bonds are to draw five per
cent Interest and run for a period of
20 years.
It 1b very probable that the coun
cil will hold a special meeting some
time next week to consider the bidh
offered on the work of paying, etc..
and the actual work should begin
before the end of the present month.
It Is understood that the proposed
paving can bo completed in about 41.

to this pirognunmo. Destroy the dignity of the states
and place in the hands of a president control over all
the corporations of the land, for instance, and there
Is given a power that sootier or later will endanger the republic.
There are two ships at sea. One has 'water tight compurtments;
the other is all in one. IRnu accident happens to (lis first, one com
partment fills with water, while the remainder of the ship is safe. If
nn accident befalls the second, the ship sinks. THIS REPUBLIC
OF STATES IS SECURE SO LONG AS THE STATES ARE
INDEPENDENT. If something goes wrong with one, the others
keep the ship of state afloat. Let the integrity of states be taken
away, the government centralized at Washington, and the republic
will be in cnnstnnt danger.
.IT IS BUT A LITTLE WAY FROM REPUBLIC TO EMPIRE. EACH
8TEP MEAN8 BUT THE TAKING OP ANOTHER. WITH A CENTRAL
IZED GOVERNMENT IT WOULD NOT BE DIFFICULT TO FORE8EE
THE ELECTION OF A ' PRESIDENT FIRST FOR A LONGER TERM
OF YEARS, THEN FOR LIFE, THEN THE OFFICE MADE HEREDI
TARY. HISTORY TELLS US THAT MANY ANOTHER REPUBLIC
HAS GONE THIS WAY.
As long as our republic is composed of independent states, with a
central government which is MERELY THE AGENT OF THESE
STATES, the rocks on which other republics have gone down will bo
avoided. Republics have not, as a rule, become empires suddenly.
The development has been by degrees. THE FIRST STEP with
us will bo, lo take away tho independence of the states. And anything
which tends in thut direction just to that extent is dangerous.
