VIUW8 UN PRESIDENCY.
llryaa tVrttM on .Qualities Needed
la Tlia-t OOlce.
Willi im J. ilryun has written an
article antltleu "My Conception of
the Presidency" for Colllur'B Ibbuc
of July 18. Reproduced In part It
It as follows:
"The prouldenta power for good or
for barm la often overestimated. Our
government la a government ol
checks and balaaces; power Is dis
tributed among different depart
ments, and each official works In co
operation with others. In the mak
ing of laws, for Instance, the presi
dent Joins with the senate and the
house: be may recommend, but he
la powerleBB to legislate, except at
a majority of the senate and thi
house concur with him. The senate
and the house are also Independent
of each other, each having a veto ov
er the other; and the president har
a veto over both, except that th('
. senate and house can, by a two
thirds vote, override the president')
veto. The Influence of the president
over legislation Is, thereforo, limit
ed; he shares responsibility with n
large number of the people's repre
sentatives. His Nyuiputklra All-liiipnrlunt,
"Even In the enforcement of the
law be Is hedged about by rostrlc
Hons. He actB through an attorney
general (whose appointments musl
be approved by the senate), and of
fenders against the law must be pro
secuted In the courtB, so that her
again the responsibility la divided.
In the making of Important ap
polntmenta, too, he must consult thi
senate, and Is. of necessity, compel!
ed to exercise care and discretion
The most Importan requisite In i.
president, as In oltlclala. Is that hit
sympathy Bhall be with the whol
people, rather than any fraction ol
-the population. Ho Is constantly cul
led upon to act In the capacity of a
Judgo deciding between the Impor
tunities of those who seek favors anil
the riKhts and Interests of the pub
lie. Unless his sympathies aro right
the few are sure to have an advan
tage over the many, for the massei
have no one to present their clnims
They act only at elections: and most
trust their representatives to protect
them from all their foes.
Man of Knowledge and ColirHire.
"Second, the president must have
knowledge of public questions and
the ability to discern between tht
true and the false; ho must be abli
to analyie conditions and to detect
the sophistries that are always em
ployed by those who seekB unfair ad
vantages. "He must possess the morn) cour-
to eland aulut the influence!
that aro brought to bear In fnvor ot
peolal Interests. In fact the quality
of moral courage Is as essentlnl In a
public official as either right aympa.
thlea or a trained mind.
The PreslrtcnCs Advisers.
"A president must have counsel
ors, and to make wise use of coun
selors he must be open to conviction.
The president la committed by his
platform to cortaln policies and the
platform Is binding; he Is also coin
tnltted to certain principles of gov
ernment, and these he Is duly bound

to apply In all matters that come be
fore bin), but there Is a wide zone
in which be must act upon his own
Judgment, and here he ought to have
the aid of intelligent, conscientious
and raltbful advisers. The law pro
vides these, to a certain extent, In
giving him a cabinet, and the vice
president out to be made a member
of the cabinet, ex-olllcio, in order,
first, that the president may have the
benefit of his wisdom and knowledge
of affairs, and Becuridly, that the
vice-president may bo better pre
pared to take up the work of the
president In case of a vucancy In the
presidential ofllce.
World's .Most Powerful Huler.
'There ought to be cordial rela
tions also between the president and
those who occupy positions of Influ
ence In the co-ordinate branches of
ihe government, for our government
is not a one-man government, but a
government in which the chosen rep
resentatives of the people labor to
gether to give expressions to tho will
of the voters.
"llut the presidency Is the highest
position in the world, and its occu
pant la an important factor In all na
tional matters. If he Is a devout be
liever In our theory of government,
recognizes the constitutional distrib
ution of powers, trusta thoroughly In
the 'people and fully synipatlilzes
with them in their aspirations and
hopes he has an opportunity to do a
splendid work; he occupies a van
tage ground from which ho can exert
a wholesome Influence in favor of
each forward movement..
Hlinult Heck No Second Term.
"The responsibilities of the ofllce
are so great that the occupant ought
to be relieved of every personal am
bition save the ambition to prove
worthy of the confidence of his coun
trymen; for this reason he ought to
entor the position without thought
r prospect of a second term.
"While the burdens of su'ih an
'ifnco are exacting and exhausting
the field of service is large,, and
measuring greiitneHH by service a
president, by consecrating himself to
the public weal, can muke hliimcll
aecure In the affections ot Ills fellow
Itlzcna while ho lives and create for
himself a permanent place In his na
tion's history."
