William H. Taft today retires from

Tennessee. Mr. Taft will Immediate

and It Is thought that a definite deci

omorrow's meeting,
'.like Wright, the new secretary or
'lh. Is a Confederate veteran and
democratic In his political views.
Ills selection Is looked upon as a
-lever piece of diplomacy which may
"result In gaining many Tart voteB In
l-e south.
Leaving the service of the wreok-e-1
Confederacy at 21, Wright se
cured a legal education and began
the practice of law In Memphis. In
1870 he was elected to his first lm
por'ant political office, that of at-'
torney general for Shelby county, In
which Memphis Is located. As chair
man of the citizens' committee dur
'n 'he yellow fever plague In Mem-
h'f In 1878 Wright performed a
v ;roH tisk.
Since then has career has been
nu"h an to admlably at him for the
Hrn office to which he has been
rVef by President Roosevelt. As a
I'UTbor of the Philippine Commls-
Onn. later vice-governor and then
governor of Uncle Sam's Islands In
.he Par East, and afterward ambas
rador to Japan, he made a record for
fidelity and ability that gave him an
lotarnatloaal reputation.
Few men are more popular in the
army than Luke Wright, and. des
pite the fact that he was a Confed
erate, his appointment baB been uni
versally commended by the leader
of the Grand Army of the ReputiHe
aod by Union veterans generally.

MUST MARK SHIPMENTS.
HeiroKlypblcs on Freight Coiu.Ik
meuts Discontinued.
PITTSBURG, Pa.. June 30. All
railroads east of the Mississippi, In
the territory covered by the "official
classification" will after today refuse
to accept for transportation all ship
ments lu less than carload lots
whli h nre not plainly marked with
the uame of consignee and the
station. Ctty ami Btate of destina
tion. For many years it haa been cus
tomary forOa large number of ship
pers to mark their paekaKes with an
Initial or some hieroglyphic, the key
to which would be on the bill of
lading. It was the theory that this
saved time and also prevented com
petitors from observig the names of
a shipper's customers on the outside
of packages.
Railroad officials claim that great
abuses have resulted from thlB
practice. When a large number or
packages are intended for the sumc
consignee shippers often mark only
one or two, the others having no
marks at all. ir the shipments be
come mixed with others at transrer
points there is no way of Identifying
them. The consequence hnB been
great delny, vexation on the part or
both shippers and consignees and
clulms against the railroad.
Klgures prepared by the Trunk
Line association for 17 principal
lines in the olllclal claiulHcutlnn ter
ritory show that the total freight
earnings for these companies in
1907 were 0 4 1 .7 25,7 1 2. an In
crease over 1906 of 10.2 per cent.
Nevertheless the total payment for
loss and damage by these lines In
1907 was tr,, 596. 794, fully 1 per
cent of the total freight earnings and
an increase over 1906 of 22.4 per
cent.
It Is estimated that about 4fi per
cent of loss and damage claims are
due to "losses In transit," which
meanB that In 1907 the Iohkch on
his Bcore of the lines mentioned
wore nbout $2,500,000. Of thin
amount, probably over $1,250,000
was caused by the Improper marking
jf tho less-thau-cnrload shipments.
t Is the design of the railroads now
to stop losses from tills cause.

Surgeon General of Army Prescribes
4th of July Remedy.
All over the country, cities, towns
and families are preparing for the
Fourth of July celebration. The
work Is both offensive and delens- j
Ive. It Is offensive in that it is
disagreeable, noisy, bad smelling
and dangerous. It Is defensive in
that prudent mothers and prudent
physicians and undertakers arc pre
paring poultices and plasters, lint
and surgical Instruments, hospitals
and colllns for the slain, and the
wounded or that direful day. In
the matter ot foolish and foolhardy
celebration the United States on the
Fourth ot July takes the cake.
The Surgeon General of the Army
has caused a circular suggesting pre
cautions against tetanus, or lock
jaw, the inevitable of July epidemic.'
In the last live years there have
been 786 cases of tetanus as the
result or our Independence Day cele
bration. 721 have died. 608 or
these deaths resulted from blank
cartridge wounds the blank car
tridges are mistakenly supposed to
be harmless. The warning gives the
following explanation of the origin
and operation of the tetanus bacil
lus. The bacillus or tetanus, or Its
spore torm, is round In earth, es
pecially garden earth, stable man
ure, the dust ot the streets, stables
and htiman habitations. The teces
or healthy animals, such as the
horse, cow, dog, and even man, may
contain tetanus spores.
When tetanus spores are intro
duced under the skin, they at once
germinate. It oxygen Is excluded
and begin to elaborate tetanus toxin.
In a short time it appears in the
blood, which carries It to all parts

of the body, where It Is absorbed by

nervea supplying the jaws, especially
the masseteric, seem to liuve an ex
aggerated aflllilty for the poison,
which explains the early trismus.
The following treatment for
Fourth of July Injuries Is suggest
ed: "Incise freely every wound.
"Carefully nnd thoroughly remove
from the wound every particle of
foreign matter.
"Cauterize the wound thoroughly
with 25 per cent carbolic acid.
"Apply loosely a wet pack of 25
per cent carbolic acid.
"tlive a full dose of antltetanlc
serum.
Of course. It would be very much
better to arrent those enemies of the
human race, the shop keepers who
sell Fourth of July explosives, and
to spank Johnnie and Adolphus for
using them, but since this Is Impos
sible In the present backward state
of civilization, the best that can be
done Is to be ready with remedies.
