St. Petbrsijurq, Dec. 20. The
Czar's authority has entirely ceased to
exist in the Baltic provinces, where a
Lettish republic Is now being establish
ed. Riga has been selected as the cap
ital. Fifteen hundred delegates have
been selected to attend the pan-Lettish
congress to be held at Riga at
once. All able bodied males in the
provinces have boen ordered to join
the revolutionary army.- Orders to
pay no taxes to the Czar's government
or obey any of the Czar's commands
are being obeyed. Fortresses are bn
ing manned and bridges blown up, pre
paratory to resisting the array of GO,- j
000 men, which the Czar has dispatch- j
ed there to put down the rebellion.
.The revolutionary forces now num-;
ber 200,000, and are equipped with
modern fighting arras.
TROOPS COOPED UP..
Thirty-thousand troops are either
retreat log or cooped up in Baltic cities,
at the mercy of an insurgent army of
100,000 men, according to reports just
received here.
At Moscow a general strike is on.
The first trait to enter the city was
fired upon, and the engineer and many
passengers were wounded. The in
habitants expect a siege and are col
lecting supplies.

NEW MASSACRE AT ODESSA.
Bucharest, Dec. 19. Advices from
Odessa state that the population is in a
state of terror at the repented massa
cres by the Cossacks and Hooligans.,
The police are powerless to prevent
the outrages. A band of Coeaacks, the
report states, massacred a number of
Jews, who were fleeing from the coun
try. The Hooligans plundered 1)5
Jewish'shops and slaughtered many of
the occupants.
A number of Jews who were wealthy
a week ago are now said to be living on
charity.
It was announced that a general mas
sacre of the Jews would occur on
Christmas.

TERMINUS AT COOS BAY.
's Western Pacific Said
Headed For That Place,

Eugene, Or. Dec. 10. According to
reports received here, it is practically a
certainty that Gould's Western Pacific
railroad Is coming into western Oregon,
crossing the Cascade mountains via
McKonzie pass and coming down the
river of the same name through Eu
gene, extending to the coast down the
Siuslaw river, thence south to Coos
bay, its western terminus.
It is now learned that the Willam
ette Valley Electric Railway company,
which a year and a half ago announced
Its intention to construct a system of
railroads in Lane county and western
Oregon and obtained franchise from
the Lano and lien tun county courts,
has been working in the interest of the
Gould railway.
While no construction work has been
done, the comoany has maintained an
oitlce here.
M. H. Taft, a wealthy New Yorker,
one of the backers of the company, who
has been here for a year or more, is
given as authority for the statement,
that the Willamette Valley line is a
Gould project.
The Willamette Valley Electric
Railway company has made surveys

Butler, by a majority of more than two
to one, Tho candidate for recorder, M.
1A Egglestsn, was elected by a major
ity of 85 over Berry, the candidate of
the anti-saloon league. The vote on
the wot and dry proposition resulted lu
a majority of :5 for the "wets," the 'to
tal vote cast being 715. The prohibi
tionists elected one councilman, Mc-
Nair, in the second ward, and Young,
independent, was elected in the third
ward.
The election changes the administra
tion of the city, which has been 'dry"
