Portland, Or., Dec. 16, 1905, Editor Review: Understanding that you have given the direct primary law much thought and rendered valu able assistance in effecting its adoption, I take the liberty of writing you as to the desirability of using your Influence in urging the voters to register in Jan uary so that the letter and spirit of the law can be made more effective by se curing a very large registration prior to the primaries to be held April 20, persons familiar with U. S. sen atorial elections, not only in Oregon, but in all of the Btates of the Union, must be cognizant of the fact that oft times financial, otliclal, or other per sonal considerations, are frequently the deciding factors. Certainly, the great mass of voters throughout the states have but little voice or say in the election of United States senators. The elevation of the general political tone and the elimination of personal, selfish considerations must be most de sirable to every honest citizen aud voter; heoce the enforcement of the spirit of our present direct primary law certainly mubt appeal to every thought ful citizen. If enforced, then political and senatorial combinations are neces sarily divorced from prejudicial and pernicious legislation in our state leg islatures. It bits been frequently seen that s-natorial votes have been se cured in return for the enactment of legislation detrimental to the state as a whole and in the interests of special privileges to be enjoyed by a few. Under ou? old system forty-six mem bers of the legislature could elect the United States senator, and powerful in te rests when allied certainly could more easily inlluence, coerce, persuade, or eajote this number than they can the majority of the voters of the state un der our present direct primary law. It is the intention and spirit of this law that the people shall decide and se lect the United States senator, and the be made as effective as if the letter of the law was maudatory. How? Sim ply by those who believe in the spirit of the law and who feel that the people should rule, allyOK themselves into leagues and pledging themselves to each other that they will vote in the primary election for only those legis lative candidates, who, in their peti tions for nomination, pledge them selves, if elected, to vote in the legisla tive assembly first, last, and all the time, for that candidate for the United o , States senate, who, in the previous June general election, received the plurality of all the votes cast In the state. Caution: I am advised that an effort will be made by some of the advocates of Individual "boss-ism" and "ma chine" politics to make this law inop erative by endeavoring in the different counties to get legislative candidates lo pledge their support to the county's choice instead of the state's choice for United States senator. Should this be o j accomplished in several cou titles, of q , course, the law would naturally be Id g j operative for the reason that It would o be impossible to secure forty-six mem o bers of the legislature who bad pledged 9 ! their suuport to the same Individual. The object and Intention of the law is to force the legislative candidates to pledge thefr support to the one Individ ual selected by the state, and not by any one county, as the state's choice, as expressed by the plurality vote for United States senator in the June gen eral election, Let the direct primary advocates In each county commence a campaign of education and. awaken the people to a realization of the importance and bene fit of enforcing the spirit of this law and see to It that only those legislative candidates are nominated who first pledge themselves, If elected, to vote firatt last, and all the time for the peo ple's choice, aa designated In the June election. If this Is generally done throughout the state, then the spirit of the law will be made operative and the effect will be the samo, In Oregon, at least, as If we had the direct election of the United States senators by the people.
