St. Petehsuuko, Dee. 18. An im perial ukase issued Sunday empowers all Governors-General and municipal authorities, in the event of railway, postal or telegraphic communication being interfered with, to proclaim a modified martial law. Under the ukase, military commanders will nuotmatically become Governors-General. The police are ruthlessly hunting down not only leaders of the "Red" revolutionists, but Liberal leaders as well. Wholesale arrests continue. The workmen's council and League of Leagues Saturday night declared a general strike to begin this morning, which was followed by the imperial ukase clothing all governors and per fects with dictatorial powers and es tablishing martini law. Special to Evening Review. - Toi'KKA, Kans., Dec. 1!. Wreckers this morning derailed the Santa Fe ' train near Lang, causing the death of Express Messenger Elmer Derrick and injuring five other persons. SpikeB, angle bars and bolts were removed from the track, causing the train to plunge down a 20-foot embankment. Fire broke out in the wreck, consum ing Derrick's body. Puter and McRinley Will be on Hand at Proper Time FEDERAL AUTHORITIES SAY Principal Witnesses Against Bingeij Hermann Victims Afraid of Prosecution. Poutland, Or., Dec. 18. Notwith standing the positive statement of J. L. Hartman, of the firm of Hart man, Thompson & Powers, that the United States Fidelity & Guaranty Company had been released from the second bond of $4000 nlven for S. A. D. Puter, the federal authorities here insist they know nothing about the transaction. Furthermore, the only surety on rec ord in the department of the clerk of the district and circuit courts is the bond secured by the Fidelity & Guar anty Company, and, in case Puter's ap pearance is demanded, eo far as the lo cal ollicials know, thiscompany will be called upon to produce him. Since Puter nor McKinley will not be needed by the government until the case against Congressman Hermann is called for trial, when both will be needed badly as the principal witnesses for the prosecution, all that the federal authorities will say, when questioned as to the whereabouts of Puter and McKinley, is that they are not worry ing about them, which would indicate that they feel perfectly safe that both are securely bound to return and will put in an appearance when the proper time arrives. The seeming indilTerent attitude of the victims of Puter and McKinley to prosecute upon the late land certificate swindle suggests fear upon their part lest any such action taken by them might incite Puter and McKinley to declare all of the certificates held by them, amounting to several hundred thousand acres of Btate land, and in volving more than a million dollars, fraudulent, because they were obtained through false application. A large list of certificates are held up for can cellation by the state land board, aTtur au investigation and recommendation of the Marion county granf jury, and it is possible that those who hold the forged certificates and also a quantity oforigluals, are reluctant to prosecute upon the former, fearing such action would incur the wrath of Puter and McKinley and lead to a confession which would prove financially disas trous to tbero. The last heard of Puter and McKin ley is that they were in San Francisco about one week ago, and, according to State Land Agent Oswald WeBt, their whereabouts are known and hands can bo laid upon both of the offenders as soon as the injured parties signify their 1 willingness to prosecute.
