St. Peteicsijurg, Deo. 18. A train
bearing 120,000,000 roubles, due here
Saturday night at- 11 o'clock, has not
yei arrived. Although strongly guard
ed by soldiers, it is feared the train has
fallen into the hands of rebels.
An awful reign of bloodshed is re
ported from the Baltic provinces. It is
understood that the troops at Riga have
joined the rebels and that the town is
being bombarded by the warships
recently sent there. Hundreds of peo
ple are fleeing to Germany. Casual ies
in the Baltic cities during the past' 48
hours are reported as follows:
At Riga 700 people killed and 1500
wounded; at Mltau 200 killed and 000
wounded; at Dorpat 150 killed and 400
wounded; at Wolmar 200 killed and 100
wounded. A total of about 00 persons
were killed and 100 wounded in clashes
at other places. . . ....
These casualties are the results of
Governor General Maximovitch's ef
forts to suppress the revolts following
the . assassination of his predecessor,
Sakharolf.
A military train carrying troops to
Oret was dynamited by rebels and 200
Cossacks were killed and many injured.

The news from Moscow is very bad.
Open mutiny has broken out in the
grenadier and other regiments.
The battleship Slava and the cruiser
Abreck have been dispatched to Riga.
The revolutionists are in full control
of all of Courland and Livonia and the
neighboring government of Kovno 1b
also in ablaze of rebellion. Armed
bands are burning everything. Mitau
and Riga are in flames and .Libau is
seriously threatened.
MANIFESTO STAGGERS NAMON. '
The proletariat organization through
the "invisible government" threw a
bombshell through the camp of the
official government during the night
by Issuing a manifesto, following the
form of the government, declaring the
bankruptcy of the treasury, ordering
the proletariat army everywhere to
refuse to pay taxes of any description, to
insist on the payment of wages in gold
or silver, and to withdraw all their
deposits from savings banks in gold.

Supt. F. B. Hamlin has received the
beautiful diplomas of awards made at
the Lewis & Clark Exposition for
school exhibits from Douglas county.

Very Complicated.
Salem, Or.. Dec. 17. The adoption
of the direct primary law has given
Oregon such a complicated system of
elections that not even the acompllshed
politician can carry in his mind all the
details of the proceedings lead In? up to
the general election of state, district
and county ollicers. One of the most
dilllcult things to ascertain and remem
ber are the dates upon which the vari
ous steps In the nomination and elec
tion of ollicers muBt be taken. In fact,
the ordinary citizen cannot figure out
the dates If he has the statue before
him, for the language variea and differ
ent methods of computing time must
be adopted. 1
Secretary of State Dunbar and Attorney-General
Crawford have exam
ined the election laws and computed
the time within which petitions must
be filed, notices given and other busi
ness conducted in preparation for the
election.
It will bo soen that the campaign of
lilOO really begins during the last week
In December, of this year, when initia
tive petitions raut be filed if the pro
moters desire to tile pamphlets in sup
port of the proposed measures. The
pamphlets must be brought to the of
fice of Secretary of State Dunbar by
December 30. If the promoters of
measures do not desire to tile pamph
lets, they will have until February 3 to
tile petitions.
It should also be explained that peti
tions for nominations fordistrictoftices,
such as circuit judge, district attorney,
joint senator and joint representative,
i must be filed in the olllce of the secre-
tary of state, and not In the olHces of
I county clerks, and the dates governing
nominations for state offices aro appli

senators, sixty state representatives,
five circuit judges, one prosecuting at
torney. The necessary preliminary to every
man's candidacy is that be shull be
put forward for a nomination by peti
tion of at least 2 per cunt of the votes
cast in June, liJlH, for his party's nomi
nees for congress, in the state at large,
or a county, or a judicial district or a
state senatorial or repruscntative or
congressional district, as the cast may
be.
The candidate who shall enter the
1 primary In this manner and shall re
ceive the most votes of his party for the
nomination, will be the nominee of his
party, and will be voted for in the
usual manner at Iho June election.
The numnor of signers required on a
republican primary petition for a- Btate
nomination will he 1000, the maximum
required by law; on a democratic peti
tion, 51)9. Candidates for a republican
nomination in the first congressional
district must each secure 470 signa
tures, and to the second district 543.
Candidates for the democratic nomina
tion must each obtain 343 signatures in
the first district, and 255 la the second.

Walsh's three bunks, the Chicago
National, Home Savings and Equitable
Trust, are Insolvent. The failures
were announced today by the Bankers'
Association of Chicago, which has
guaranteed the payment of all liabili
ties against the three institutions.
Private epeculatlons, operations in rail
roads, coal lands, quarries and other
side lines are said to be the cause of the
failures.
The Home Savings Bank carried
l ,000,000 belonging to 8,000 depositors.
The Chicago National carried $10,000,-
000 In deposits, and the Equitable
Trust $0,000,000.
Immediately after announcement of
the failures the banks were besieged
by a crowd of angry depositors. The
banks soon opened, however, and paid

the Chicago National.

do not anticipate trouble here as the
result of the failure of Walsh's three
banks in Chicago. The failures had a
depressing effect on stocks, however,
losses ranging from one to two per
cent.
LATER STATEMENT.
Chicago, 111., Deo. 18. Dlreotor
Rldgely, of the Walsh banks, issued a
statement this afternoon, saying that
banks had neither failed or closed their
doors, but were open for business.
"The banks are only temporarily
embarrassed," declared Mr. Ilidgely,
"owing to the fact that a large amount
of assets consists oi unavailable secur
ities. Every dollar of indebtedness
will be made good immediately."
The institutions are now in charge of
National Bank Examiner C. H. Bash
worth, who, with a clerical force from
the clearing house, Is now straighten
ing matters out.
