New Laws Petitioned For. O it kg on City, Or.. Dec. 13. Initia tive petitions, originating with an ex ecutive committee of the State Grange, and proposing the enactment of laws licensing various corporations, are be ing circulated in this county under the direction of Wm. Grisenthwaite, of this county, who is superintending this work in the state under the direction of the members of the executive com mittee, t One of the petitions seems to create laws imposing a license of 3 per cent on the gross receipts of sleeping cars, retigerator car and oil companies. An other asks that a law be enacted exact ing a license of 3 per cent of the gross earnings of express companies and a licenee of 2 per cent on the same basis from telegraph and telephone com. panics. Congressman Ignored. Washington, Dec. 13. President Roosevelt today gave the Washington delegation a slight touch of the treat mont lie recently accorded Senator Fulton on patronage matters. With out consulting or even notifying any member of the Washington delegation, he sent in the nomination of Miles Cannon to bo Register of the North "Yakima Land Olllce, succeeding Re gister Heneman, deceased. Mr. Can' non is now Receiver and, it appears, in view of the possible abolition of the oflluti of Land Receive!, the General Land Olllce deemed it advisable to transfer Bhitn to a position which will remain permanent. This wus recom mended because Mr, Cannon is a tried and elllcient otllcer familiar with work at North Yakima. Election Officers Sentenced. Fiiilahkmmiia, Dec. 13. Thomas H. Ilartman, jr., William Regan and Charles Judge, election ollluors in tho , Twelfth Precinct of the Kourtcunth p Ward, were today lined $500 each und sentenced to two years imprisonment. 'They wore convicted of padding the Assessor's list and conspiracy to make fraudulent returns of the election held last February. Fruitgrowers Convention. The next annual convention of the Northwestern Fruitgrowers' Associa tion will be held in La Grande, Union County, Oregon. Jan 3rd to 0th in clusive. The appreciative city 1b mak ing every eilort to make the convention a success in every way. The La Grande Commercial Club has taken the matter in hand and will place its splendid new building at the disposal of the con vention. The Club has also arranged for a complete ana exhaustive exhibit of tho resources of the county, and lor the time, the great Club gymanasluin will be converted into a splendid Horti cultural, Agricultural and Manufactur erd' Hall. Every effort will be made to not only show the fruit possibilities of this rich and fertile county, but also to show the many other industries which contribute to make tho Grande Ronde Valley the vertlable "Garden Spot of the West." Albany Power Plant Sold. Albany, Or., Dee. 13. The Bne plant of the Albany Light & Water Company was today transferred to Rhodes, Sinkler & Butcher, the Phila delphia banking-house which has gained control of nearly all of the electric light and water systems in the valley, and Is now constructing an electric road from Salem to Portland. Birthday Party at Yoncalla. Mr. and Mrs. Tom Howard gave a birthday party on Dec. 12, at their home In Yonculla. in honor of their daughter, Mrs. Ed. Cochran, of this pane. Mr. and Mrs. John Applegate and Mr. Walter Cowan furnished some nice music, and a good time was voted by all present. Mrs. Howard served a splen did lunch at lOo'clock, which was ap preciated by all.
