China proposes to keep a permanent
garrison of 100,000 troops In Manchuria.

churian garrison, says much anxiety is
being caused among European diplo
mats on China's great military strides.
Enormous financial sacrifices estimated
at $600,000,000, spread over a period of
20 years, is being made to create a force
to hold China-for the Chinese. ',
The imperial array will consist of 1,
250,000 men. Every man will serve
three years in the rogulars and six in
the reserves. With the new year this
trained army will have reached 400,000
men, all provided with magazine rifles,
modern field guns and European equip
ment. ' .

Congress Listens to Annual Report of
tbe Interstate Commerce

Washington, Deo. 14. The senate
toJty passed a bill giving Panama
Canal bonds all rights and privileges
accorded all other United States bonds,
at two per cent.
Senator Fulton, of Oregon, today se
cured the passage of a bill authorizing
the Portland-Seattle Railroad to build
a bridge across the Columbia river,
near Vancouver. The bill will bo the
first one of the session to go to the
president for Mb approval.
Senator Fulton has introduced two
other bills. One asks for an approprt
atlon of $100,000 for the erection of a
Federal building at Baker City, Ore
gon, on a site owned by the govern
ment. The other asks for an approprt
ation of $15,000 for completing tbe ap
proach and improving the grounds of
the Federal building at Salem, Oregon.
Senator Fulton also re-introduced
Senator Mitchell's bill' to artlfy the
treaty with the Klamath Indians, pro
viding for the sale of reservation lands.
Republican congressmen from Cali
fornia .and Washington today agreed
not to be bound by any party agree
ment or caucus for the admission of
Arizona and Mexico as one slatd, con
tending for single statehood of both or
Arizona alone.
Representative Loud, of Michigan,
has introduced a bill in the house, au
thorizing the committee on naval af
fairs to investigate conditions at An
napolis Academy, especially in regard
to the "hazing" of new oadots.
President Roosevelt is expeoted to
send to the senate today the nomina
tions of W. J. Mills to be chief justice
of tbe supreme court of New Mexico,
and F. W. Parker and J. R. McFee to
be associate justices of that court.
COMMERCE BOARD REPORTS.
Congress today listened to the annual
report of the Interstate Commerce
Commission. After discussing the pro
posed regulation of railroad freight
rates, the commission asks congress for
authority to determine what rates
should be substituted in place of those
found unlawful, such new rates to take
effect within reasonable time, unless
set aside by the courts.
The Commission holds that refrigera
tion charges should be put on the same
basis as other freight charges. Au
thority is asked to fix a limit to the
payment of terminal elevator and
private car charges.
In conclusion, the commission says
that the payment of rebates by rail
roads to shippers "ha9 been resumed,
and declares that more frequently un
just preference has been brought
about by methods which way escape
tbe penalties of law and plainly operate
to defeat Its purpose.

Frank Gosser Passes Away at
Ags of 86 Years.
URAEMIA CAUSE OF DEATH
Had Lived Near Rosebnrg Since 1S56
Community" Mourns Loss of
a Good Citizen.
After an illnesss of nx weeks of
uraemia, Frank Gosser died last eve
ning, Dee. 13, at bis borne, about one
milo southeast of Roseburg, where he
bad resided for forty-nine years. Mr.
Gosser was nearly 87 years of age. At
his deathbed were the only surviving
members of his immediate family, two
sons and a daughter, Thomas and Fer
dinand and Miss Josephine Gosser.
The funeral will be held tomorrow
morning, at 10 o'clock, from St. Joseph's
Catholic Church, in this city, of winch
Mr. Gosser was a member. Services
will be conducted by Rev. Thos. O'Car
roll. Interment will occur In the Cath
olic cemetery, beside the grave of Mr.
Go? ser's wife, who died Dec. 10, 1802.
Mr. Gosser was born in Switzerland,
Jan. 22, 1819. After bis marriage In
1840, he and his wife emigrated to the
United States and settled In Philadel
phia. In 1854 they moved to San Fran
cisco, a year later they removed
to Shasta County, Calif., and In 1850
they came to Roseburg and settled on
the farm which ever since remained
the family home.

low his attorneys to present an appeal
for a new trial, the Oregon supremo
court has granted a stay of execution
iu the case of John C. Barnes, sen-

to be hanged tomorrow for the murder
of Wrn. H. Graham, a prospector, near
Glendale, last April.
Pending the supreme court's decision
on the appeal for a new trial, Barnes
will be brought back from the ponilou
tiary and relmprisioned In jail bore,
unless the county provides for paying
the expense of keeplug him at the
penitentiary. However, Barnes will
have to be brought hack here to ejther
he re-sentenced or for another trial, ac
cording to the decision of the supreme
court.

Mr. Gosser was one of the best known
of our pioneer residents. Unassuming
in manner, industrious in his habits, he
enjoyed the highest esteem of the com
munity In which he so long resided.
To his many friends and acqualutances
his home was synonomous with the
most generous hospitality. To the
community which so deeply mourns hie
loss, he leaves a legacy of .three estima
ble and exemplary citizens in his three
surviving children.
Mr. Gosser was the father of the late
Mrs. Jacob Bluer, of this olty. Be
sides that lady, three other children
precede him to the grave.

Damon's Body Found.
Salem, Or., Dec. 13. The body of
A. U. Damon, a pioneer expressman of
this city, who disappeared the night be
fore Thanksgiving, was found In a mill
race this afternoon, lodged against a
post that supported the walk. His
head appeared to be bruised as If from
a blow, but hiB watch and a tew dollars
wero on the body. He had about $40
when last seen, but had been drinking.
