OPINION ON VACCINATION.

Compulsory Declares
General Crawford.
Attorney-
Salem, Or., Nov. 12. In answer to
an inquiry Attorney-General Crawford
has rendered a decision holding that
the State Board of Health has no au
thority to require that children shall
be vaccinated before gaining admission
to the public schools.
The Attorney-General quotes from
the law creating the Board of Health,
showing tbat the board has general
supervision of the health of the state
and power to establish quarantines.
The vaccination rule would not be in
the nature of a quarantine; hence the
board oannot find Its authority in that
provision.
Neither does Mr. Crawford think the
clause giving the board general super
vision will authorize them to establish
a new qualification for admission to the
publie schools unless there Is apparent
danger of an epldemlo of smallpox.

Burton Again Indicted.
St. Louis, Nov. 11. The federal
grand jury returned an indictment to
day against United States Burton, of
Kansas.
The new indictment charges that
Burton, while a senator from Kansas,
received from the Kialto Grain & Se
curities Company the sum of 8500 in
cash for using his influence in the com
pany's behalf in matters pending before
the Postoflice Department at Washing
ton. Burton was indicted and convict
ed on the same cha ge in 1003.
The case was appealed to the supreme
court, which reversed the finding of
the St. Louis court, and the case was
sent back for retrial. A new indict
ment was found by the grand jury in
March, 11)05. Burton's attorney filed a
demurrer to this Indictment, and it
was sustained. Judge Van Deventer
immediately called the present grand
jury in order that the case might be
considered before the statute of limita
tions became effective, on November
18.

LOS ANGELES, Cal., Nov. 12.
Through great underground fissues,
rent by earthquake shocks, the waters
of the Gulf of California are pouring
into the old Salton Basin and resist
lessly forcing the new Saltod Sea to
sea level.

origin of this vast inland sea wh'oh
now sxtrts the main line of tbe South
ern Pacific for nearly 100 miles anil
stretches away on either side of the
track 25 miles to tbe foothills.
Human Stone Quarry,
Chicago, Nov. 12. A dispatch to
the Tribune from St. Cloud, Minn
says: John Janskl, of this city, aged
22, is.a human stone quarry. Fourteen
months ago he was the victim of an ex
plosion In a stone quarry, and ever
since then the doctors have been pros
pecting, every time with good results,

removed from various part of Janskl 's
anatomy. A piece of granite weighing

an ounce weight was removed from the
socket of his eye, which was lost in the

EXPERT RIFLE SHOTS.

At the O. N. G. rllle range in
Kinney's Addition yesterday, MeBsrs.
Carter and Hillis, rllle experts, of the
Peters Cartridge Co., of Cincinnati,
Ohio, gave a most entortaining exhibi
tion of their skill and demonstration of
the superior qualities of the Peters
ammunition. A large crowd was pres
ent. After explaining in detail the
process of manufacture of ammunition,
which by the way was very interesting
to the lovers of shooting who were
present, especially the game hunters,
to show the waterproofing oi the shot
gun shells, a number of rapid shots
were lired which brought out the para
line on the paper. Then iron washers
were sent buzzing through the air
with a 32-20 rllle bullets. With the
22 rllle smaller washers went the same
way with rapid regularity, then the
smallest sized marbles were hit with
out a single miss.
Tbe supposedly Impossible feat of
exploding 22-callbre cartridges, which
were tossed in the air, was accom
plished with tbe same ea9e by both
Mr. Carter and Mr. Hillis as if they
were the size of apples. This was done
after firing several hundred shots with
out cleaning their rifles, which they
claimed was unnecessary with the soml
smokeless powder used.
At all events, their work demonstrat
ed accuracy of aim with reliable guns
and ammunition.
A number of the Oegon National
Guard rllle team, who attended the na
tional event at Sea Girt, N. J., this
year, were present and pronounced the
work of Messrs. Carter and Hillis to be
of the highest ordor. They are using
for indoor practice the Stevens-Pope
rifle and the Stevens-Pope cartridges,
which cartridge was used by Mr. Car
ter, Mr. Hillis using the Short.

New YojiK City, Nov. 13. The
Grand Jury this afternoon returned in
dictments against eight persons, charg
ing them with illegal voting, at last
Tuesday's election. Six f the persons
indicted are under arrest and warrants
have been issued for the other two.
It is understood that the Grand Jury
has ordered lndiotments drawn against
other persons.
John Kroup, one of the indicted per
sons under arrest, iB reported to have
confessed his guilt and implicated "one
higher up".
NOKWAY VOTES ON RULER.
Christiana, Nov. 13. Returns to
date from the election held throughout
Norway, Bhow 15,000 votes In favor of
investing the title of King in Prince
Charles of Denmark, and 3,000 votes
against such action.
DEMOCRATS ONLY GET GOVERNOR.
Columbus, Ohio, Nov. 13. The
state chairman of the democratic party
today gave out the following statement:

the minor candidates on tho republican

Edna, the little daughter of Mr. and
Mrs. M. J. Willard, was quite badly
burned about her arm and side Monday
morning. Her clothing caught afire
from the door of an air-tight heater.
Mrs. Willard rushed to the rescue ot
the child and wrapping a blanket about
her soon had the flames extinguished.
Dr. Derore was summoned and it la
thought that the child will suffer no
permanent injury. Mrs. Willard'a

Death of John Gillam.
John Gillam, employed at C. P. Barn-
ard's livery stables, died suddenly at
bis home in this city Saturday evening,
Nov. 11, 11)05, of pneumonia. He lacked
about one month of being 32 yearB of
ago. On the day of his death, Mr.
Gillam had attended to his work aa
usual and upon returning home shortly
after 0 o'clock In the evening made no
complaint of being 111, although he
mentioned at noon that he was not foel-.
ing very well. About eight o'clock,
however, be was seized with a violent
coughing spell which developed into a
hemorrhage and an hour afterwards
passed away. Mr. Gillam was un
married. Surviving him are his aged
mother, a pioneer of Douglas County,
and cousin of J. C. Aiken, of this city,
and a brother and two Bisters: J. Creed
Gillam, Mrs. A. J. Chapman and Mrs.
Dan Fisher, all of Portland. All ot
these were In attendance at the funeral,
which was held at tho former family
home at Wilbur today, with services
conducted by Rev. F. W. Leonard.
The remains of the deceased were
laid to rest besides those of his father, .
who died about live years ago.
The deceased leaves to his mother a
policy of $2000 in the Modern Wood
men of America, of which order he was
a member, and to his slstet'j Mrs.- Dan
Fisher, a policy of $2,000 also In tho
Mutual Life Insurance Company of New
York.
He was a quiet, unasHiiming young1
man and well liked by all who kuuw
