A writer In the Craftsman, who appears to be on American, makes the broaa cnargi that the indifference of municipal gov ernments in tup,.-United States In the matter of municipal art and adornment ts retarding the advance of democratic government nil over the world, be causo of the general Impression that a Donulor form of government Implies a complete Indifference to nil matters of art uud aesthetic culture. This critic treats with small consid eration tho pica that American cities and towns are yet young and that they will in time turn attention to the prob lem of beautlflcatlon. Nothing more stupid has been said during tho post fifty yenrs, he declares, ffor we are the inheritors of the knowledge of all the ages. We know all there Is to be known about municipal beauty." He insists that It Is not because we do not know, but because we do not care, we do not feel, wo nro not sensitive to the general ugliness of our environments. In n word, he concludes that .Ameri cans lack a high average of reflnoineut in taste. Nevertheless the youth of American towns accounts for much, if not for all, of their crudeness, and us to the older of American towns, it Is a fact that more and-more attention is being given to ideals of bonutlllcatlon. That a town during tho lirst century or so of Its development Should direct Its virile energies toward industrial thrift Is both natural and necessary. There is a profound beauty In utility which Amor leans understand and fully appreciate, hut which the artistic foreigner does not always seem to grasp. Wo have always taken the. hnrsh criticisms of our manners and our tastes with meek ness and most likely with profit., If wo do not improve, It Is not because of o lack of candor from tho critics. Harper has decided to relinquish the duties of president of the University of Chicago. He is now in Cleveland consulting with John D. Rockefeller regarding the atlalrsol tbe great institution. As a prelude to re tirement, Dr. Harper has announced officially that he has abandoned his classes in the theological school of tbe university. Dr. Kellogg, the noted Battle Creek specialist, and a close friend of tbe university president,, after a consulta tion advised Dr. Harper to lay down his duties as president and devote all of bis time'and energy to battling with the cancer that .threatens his life, The consulion Is said to have re vealed tbat'iflatead of diminishing, the caucer has grown In size, and the general vitality of the educator is more Impaired., j ; It is also reported that Harper and Rockefeller are.formulating plans for the f urtherfeodowment of Chicafrn uni versity by the latter covering an out lay of $50,000,OQO.
