Road construction and maintenance la a question of vital importance to the commonwealth. Many books have been written upon this subject. Maga zines and periodicals discuss it thor oughly and much information upon the subject may bo secured from gov ernment publications and experiment station reports. In rainy districts, where roads be come soft and almost impassible, stone or macadam roads are needed. On a good macadam road, hauling can be done any time, rain or shine, so far as the condition of the road is con cerned. The stone road also enables one to haul about twlco the load pos sible to move on a soft road, if there are no hills. The writer believes any thing but a well kept dirt road unnec essary for the people of the larger portions of this state That there is great need of improve ment In the present motbod of road building and maintenance, no one will doubt. As it is now, the road-overseer often Is a man who has no conception of the first principles of road-bullding, and sometimes he Is elected because he has not enough "push" about him to have other business to attend to, and it is self-evident that he will care for the Toad work Id the same manner. nOAD CONSTRUCTION. I will speak of the dirt road only. Some recommend to first throw a fur row out, or rather to use a grader to move the dirt oat of the roadway, and then to pack the road with a heavy roller, filling all the low or soft places so as to leave a level, bard surfneo. On the bed thus prepared the grading should be by layers, each layer being rolled ind packed, ihuB making a well rounded , com pact road. The earth road, no matter how hard it is rolled, cunnot be waterproof, and in the fall p the drizzling rain will soak It thor oughly nd the winter frost will spoil or loosen all the underpacking. Then what should be doue? It Is recommended to lay out tho road according to the lay of tho land, that is, go up the hills at least resist ance. The placing of culvorts and the drainage of the road is of great import ance and should he thoroughly Investi gated and well done. A mud hole In tho road may prevent the ftirmer from hauling big loads unless he arrnnges to double his team at such places; but nearly always this muddy place can he nuido solid by proper draluugo. If, for instance, the road crosses u ravine which has a sharp hill on ono or hnth pUIch, tho wheeled scraper will be the best, us the dirt should bo taken from the top of tho hill. This will sometimes necessitate U long haul hut it will he cutting the incline at both ends, thus making an easier pull. This should always he dona If It is tho only bad hill In tho road for quite a distance: for all wagons will have to be loaded according to tho team's capacity to pull up tho steepest hill and not according to the avorage road. Tho scraping grader Is to be used ou the whole road to make tho rounding V'de, necessary for tho good road. The blade should bo set uearly at right angleU) tho grade so as to push a grout amount of dirt ahead of it In grder to 111! all ahe hollows. The Krader should be followed by the har row and the ground thoroughly pulver ized and loveled. Since the road is made for convenience In hauling or case iu riding, making it a .I1.t9l.e1. road Instead of loavlng it to bo leveled and packed by traihe, slowly and a (treat Inconvenience and expense. After the grade Is carefully made and leveled, it should be rolled with ft heavy roller. JtlB atiougly advocated that toad- building and repairing should be done by a salaried road-builder, the people paying their road-tax rather than workiDg it out. Though this has seemingly failed In some piece where tried, it is proving successful in other places. The greatest benefit derived from this system of road work iB the improved condition of the roads be cause of the better maintenance. ROAD MAINTENANCE. The portion of the district over which there is the most travel should be as signed to certain men (living near), each having his portion to go over with a heavy drag after each rain as soon as the soil will crush and level well. This system if put In practice In winter. would greatly improve the condition of roads, using at such time a v-shaped drag, clearing the road of snow before it had melted, thus allowing the center to become dry at once. Where tried It has proven successful. Another thing which would assist wonderfully in the maintenance of the road is the intro duction of the wide-tired wagons. Ex periments have proven that they pull with the least draft In nearly all cases. besides they level and pack the road rather than cut and furrow it as do the narrow-tired wagons. Experiments carried on by the United States depart ment of agriculture showed that on dry roads a load of 2500 pounds could be hauled on a wide-tired wagon against 2000 pounds on a narrow-tired; while on clay roads with deep mud, slightly dry on top, a large number of tests showed an average of 3200 pounds for wide-tired vehicles against 2000 for narrow-tired. 'In some countries, such as Germany, Austria and France, laws have been enacted prescribing the width of tire for the heavily loaded wagons. The asses sor's census of Lane county has just been completed. The olllcial figures show a population of 2.'t,710, as com pared with 10,004 in 1000, an increase of 41 U0 In five yeura, or at the rate of a fraction over 21 per cent. The popula tion of the towns and cities is as fol lows, together with the increase In five years: Eugene 5745, increase 2500; Cottage Grove 1410, increase 430; Flor ence 258, increase iH; Junction City, 550, increase GO; SprlngUeld 0U5, in crease 312.
