Rojestvensfey Admits His Fleet Cannot Fight ' EXPECTING ANNIHILATION If Pitted Against the Superior Naval Force of the Japanese Awaiting Him. Special to Evening Review St. Petersburg, May 4. In a let ter to a relative here Admiral Rojest vensky admits that it will be impossible for his fleet to light the Japanese with the material now at his command. The lack of discipline is appalling. He says: "These are the men and ships with which I am expecl.dto face the power ful Japanese fleet. It is a hopeless enterprise and nothing but a miracle can save us from annihilation." The government strongly resents the publication of this letter and will rep rimand Rojestvensky for his indiscre tion. LAND MOVEMENTS. Gunshu Pass, May 4. The Japan ese armies are concentrated along a line from Tie Pass with right flank ex tended northeast, indicating that that body will move first when Gen. Oyama makes his anticipated early advance. . Half-fare Rates to Fair Visitors. General Passenger Agent W. E. Co man, of the Southern Paclflo Co., is sending out the following circular to agents on the Oregon lines: - "Please announce through your news papers and otherwise to your people that we will make a rate of one fare for the round trip from Portland to all points in Oregon, Ashland and north, for visitors from the East to the Exposi tion at Portland to enable them to look over Western Oregon with a view of settling or investing. These tickets will be good for fifteen days limit, with stop overs at all Intermediate points, and will be sold to hoiderB of the Expo sition round trip tickets from points y east of the Rocky Mountains. This will afford various counties and com munities that will maintain exhibits and advertise in other ways at the Ex position every Inducement to have the Eastern people visit their section." Special to Evening Review. New York, May 4. After deliberat ing for 13 hours the jury on the third trial of Nan Patterson, the actress obarged with the murder of Caesar Koang, finally disagreed. They stood nine for acquittal and three for con viction. The defendant is much de pressed at being sent back to The Tombs prison to await a fourth trial. It Is stated that she will soon be re lease on ball fixed at a nominal sum, as it is general believed that conviction is impossible. Junior Day Exercises. CITY POPULATION Shows Increase of 50. Percent In Five Years. ' WE HAVE NOW 3500 PEOPLE Within the Newly Made Corporate Boundaries of the City Of Roseburg. With the exception of the Hamilton and Waite Additions, Deputy Assessor F. H. Rogers has completed his work of taking the state census of the City of Rosoburg for the year 1005. His enroll-' ment, including 235 enumerated in West Roseburg and 400 in North Roseburg, is . now 2750 and the two additions yet to be num bered will inorense this to fully 3500. This is an Increase of 50 per cent in the five years since (he federal census of 1900 was taken. MORE ENTERPRISE NEEDED. Douglas County Must Hustle Keep to the Front. and Mr. F. J. Blakely, who returned a few days ago from the east, spent Wed nesday in Mcdford on business. He finds the people of Jackson county much more active than those here at present in making known the natural advantages and resources by which they are surrounded. An elegant building has just been erected at the S. P. R. R. depot In which is to be placed a fine display of products of that county, for the inspection of passengers on all trains passing through this portion of the state. That county is also spending about K3000 in making a fine exhibit and advertising its resources at the Lewis & Clark ex position. Mr. Blakely agrees with the execu tive committee of the Douglas County Lewis and Clark lair commission that the Insignificant sum of S500 heretofore appropriated by thecountycourtshould be increased to at least $2330. That sum increased by individual subscrip tions would still be very small in com parison with what our neighboring counties are spending for a similar pur pose. Mr. Blakely says there is plenty of money in the east seeking investments, and that thousands of people are com ing to Oregon this year, all of whom will visit the Lewis and Clark fair. The only way we can get thete settlers JACKSON AND CASS STREETS and Investors to come to Douglas coun ty is to show them what our resources are. We simply can't afford to miss this great opportunity and see other counties get what we should have our selves if a proper etfort is made. Ac tion should begin at once and the coun ty court should give the matter Im petus by granting the committee's re quest without delay. Culture Club Celebrates. The '05 Mental Culture Club of Roseburg, celebrated the close of lis tenth successful year with an enjoy able Japanese social in Forresters Hall Wednesday evening. Those who were present outside of the lady mem bers inoluded their husbands or friends. A very fine lunoh wa i served, The evening opened with an enter taining program of the following musical numbers: Piano solo, Mrs. F. A. Boyce; vooal solo, W. Dale Strange; piano Bolo, Miss Isabol'Curry; v.ical solo, Mrs. S. C. Flint; violin solo, Miss Griflin, and vocal duett, Mrs. i. W. Short and Mrs. Geo. M. Brown. At the conclusion of the program, the games of prograssive whist and dominoes were play d. The lady's and gentleman's prizes, two beautiful bo quets of roses, for i he best scores In whist, were won by Are. W. R. Willis and F. B. Waite. The consolation prize fell to Mrs. C. Tj. Hadley. J. Wllkins. At a speolal meeting of the City Council Wednesday1 night, only one bid was submitted for doing the im provement work on Jackson street, be tween Cass and Lane one block. The bidder was H. J. Wllkins and his price was $1 por lineal foot, a total of 8320, Mr. Wllkins speoifled in his bid that he should be allowed to dump the earth taken from the block to be improved onto the block immediately south and ending at Mosher street. Without this permission, his bid was to be con sidered void. The council accepted Mr. Wllkins' bid with the stated condition and with the further understanding that the work would be ordered done as soon as the property owners between Mosher and Lane streets would give In writing their consent to have the dirt dumped on that block. It was pointed out at the meeting that there should be no difli culty in obtaining the consent o( the property owners as the hauling of dirt on the block in question was really a saving of expanse to them, as In the near future a grade would .have to be established and this would neccessltate additional dirt anyhow. Following the establishment of the grade, the council declared that they stood roady at any time to authorize the street to be gravelled if the property owners we,'e willing to bear the expense. The plans for the Improvement of the block between Line and CaBs streets Bpeclfy that after the street has been reduced to a uniform grade, it la to be covered with gravel from a depth cf 12 inches in the center to a tapered depth of four inches at the gutters, the gutters to be 24 Inches wide, 2 inches deep and made of concrete. PETITION TO IMPROVE MAIN STREET. A petition was Died with the council asking for the improvement of one block of Main street, from Oak to Washington. The petitioners, or most of them, had evidently experieiced a change of heart as they had previously signed a remonstrance that prevented the improvement ol Main street, from Mosher to Douglas, a distance of four blocks, including the one wbich tbey cow ask to be improved. The petition was granted and the recorder instruct IT ed to give the necessary notice prelimi nary to asking for bids. Arrange ments are being made for the probable establishment of a postoHlce at Crater Lake Park this summer, for the benefit . of the several hundred tourists that visit Oregon's natural wonder each season. On account of the Lewis and Clark Fair, the number of Eastern vis- itora to Crater Lake Park will thla summer be far greater than any pre vious season. At present the nearest olllce to the park is 18 miles away, at Fort Klamath. Several other improvements are con templated for Crater Lake Park for this season, principally In the way of better roads and bridges. The park will be open to visitors earlier this summer than usual, as there is not as great a depth of snow. Campers will be able to go in during July, this year a month or more earlier than usual. The total expense of maintaining the insti tution, exclusive of the monthly pay roll, which amountod to $0010.09, waa 8847.42.
