Garfield, Chief of ttje Bu reau of Corporations of tbe De partment of Commerce and La bor, will arrive here tonight, and at once begin an official investigation of the rebating of freight in tbe interest of the Standard Oil and kindred monop olies by the Southern Pacific and Santa Fe Railroad Companies.
