Saigon, Cochin China, April 25 (9:30 a. m.) Advices just received from Kamranh Bay say that. 20 Japanese warships passed the bay between 8 and 9 o'clock In the evening of April 23. More firing at sea was heard at Kam ranh Bay Sunday morning. The re ports were exceedingly faint. Two ship's, loaded with rice from Saigon and bound for Japan, have been captured by -ships belonging to the Russian squadron. Russian officers are reported to have declared that Admiral Rojestvensky is determined to fight Admiral Togo, and will endeavor to vanquish tbe Japan ese squadron or sink with it. Admiral Rojestvensky has given every detail of the coming conflict his particular atten tion. Togo's flagship will be bis ob jective, according to a special plan. NUMBER OF CHILDREN 5820 Apportionment Just Completed on $4 Per Capita Basis; $3,50 Next October. County School Supt. F. B. Hamlin has completed the second semi-annual apportionment of school money for Douglas County districts for the school year ending in June 11)05, The total amount to be distributed, as set aside for tbat purpose from tbe county taxes, is $23,280, and the number of children in tbe county between the ages of 4 and 20 years for whose benefit tbat amount is apportioned is 5820, making a per capita rate of $4. The law pro vides that the per capita rate during a calendar year shall be SO, but the re maining $2 apportionment will be made next October, and to which will be added a per capita rate of about $1 50 on Douglas County's share of the Interest from the state's Irreducible school fund, making a total of $7.50 for each child during the year 1005, The apportionment just made by Supt. At a meeting of the executive com mittee of Douglas County Commission for the Lewis & Clark Fair, held at the Douglas oounty bank Tuesdoy afternoon, It was found that thore Is an apparent lack of Intorest In many parts of the county in the matter of preparing and maintaining a suitable exhibit of Doug las county products and resources at the coming fair; This oounty has been allotted space for a general exhibit at the exposition and no further time should be lost In taking active steps toward placing therein an appropriate display. No county in the state has more or better natural resources than are found within our borders. What , we need is more people and more capl ! tal to develop them. I Of tbe state appropriation of $500,000 for the use of tl'e fair, this county Is required to pay in taxes approximately 20,000. ' In order to get any definite result from this expenditure in the way I ui uuianubiug aBbiitjra auu investors, It IS very necessary tbat a creditable ahow- j Ing of our products and resources be made where the thousands of visitors t to the fair may see them and thereby I be induced to locate among us. Coos county Is spending over $10,000 on their exhibit; Jackson county about $8000, and many other counties similar I amounts. In Douglas county tbe in significant sum of $500j has been ap- ' proprlated, and this on the condition that the oitizens subscribe a similar amount. It is the opinion of the ex ecutive committee that the county should appropriate not less than ,82000 j for this purpose, and that the people of . each town and community take up the matter and see that proper samples of the products of their several localities are prepared and forwarded to the ex position. Every producer and evory locality will be given proper credit for I their exhibits, and the articles will be carried by the S, P. R. R. Co. free of charge. 11 Tbe schools of tbe county now have their exhibit practically completed, and the mining exhibit is well under way. I Besides the expense of collecting and arranging the exhibits, it will be neces sary to have an active,, wide-awake Individual in charge of same during tbe fair, to keep everything in shape and tell visitors about tbe great natural resources and advantages olfered by I Douglas county. Prompt, energetic work by every enterprising citizen Is now needed, and good results are sure to follow for our entire county. Don't wait, one for another, but begin now. McNeil, representing the Oklahoma and Oregon Townslto Co., is In Roseburg soliciting the sale of Ion In the new town of White Lake, Klamath county, Oregon, which his company will throw open on June 1st. The proposed new city, as platted, is located on the borders of tbo body of water which name it takes and is just over the state line from California. It Is the center of the district, compris ing 300,000 acros of land, to be Irrigat ed by the government within the next 18 months, at an estimated cost of $4,500,000. The principal Industries that will be propagated by this project l the raising of alfalfa, wheat and the hardier fruits. The water will be taken from tbo Lost and Klamath rivers, and diverted for a distance of 20 miles south into California and 27 miles north to the town of Klamath. Falls. The new city Is to be opened on the mutual plan, the same on which tha town of Lawton, Okla , was started in 1901, and which now has a population of 15,000. Lawton and five other new towns, which have become equally as prosperous, were all opened by tha company which Mr. MoNeff represents. Under the plan referred to, lots In White Lake will lie sold at the uni form price of $15, not more than 3 lota being sold to any one person. Then on June 1, when the city is to be opened, a drawing will take place for the se lection of tbe lots. Nr. McNeil states that out of the 3200 lots contained in the tok-nslte, only 30 remain on tha market. Eastern people have pur chased 3100 lots and fully 1500 persona will be on tbe ground to draw for their locations when the city is opened. A number of purchasers have alroady hauled their lumber on the ground! adjacent to, the townslto preparatory to comtnenclng building as Boon as they secure their location, The McCloud River plans to extend to Wbite Lake during the coming; spring. Once given railroad connec-' tion, the city promises to bocome a strong commercial rival to all of iui neighboring towns., WATCHING FOR NEBOGATOFF. The Russian-Third BaltU Fleet, under command of Admiral No- bogatolf, isexpected to pass here today. A report from the Japanese headquarters In Manchuria, under date of April 24, says: "A force of Russians ooraprlsed of five battalions, 10 Botnias of cavalry . and one battery attaokod the Japanese at Kayuan, but were repulsed with, a loss of 200 men. The Japanese casual-, i ties numbered 38." RUSSIAN OPERATORS HANGED. St. Petershuhu, April 26. A re port from Manchuria s.?ys that several operators with the Russian army have been hanged upon order of General Llnlevltch. The offenso which the operators committed was that of coro-v munlcatlng with tho Japanese army.
