KAMRANH BAY THE SCENE
Rojestvensky Wrongly Allowed to Stay
There to Await Nebog
. vN atoll s Fleet.
TOKIO, April 20. That Admiral
Togo, with the whole Japanese tleet, is
to sail at onoe for Kamranh Bay, where
Admiral Rojeatvonsky's Ueet is still at
anchor, and engage the enemy in a do
oislve battle Is tho positive statement
made here. After a five hours' mo
mentous conference of leading Japa
nese statesmen, the Premier and mem
bers of the Cabinet, the decision .that
the Japanese Admiral sbould take the
initiative and force the fighting was ar
rived at. The likelihood of the Rus
slan squadron remaining in the shelter
of a friendly French Coobln China
port until joined by Vice-Admiral Ne
hogatoff's division of the Russian fleet
was considered to add a new and grave
danger to tho situation, to avert which
Immediate action was deemed neces
sary.
The order waB forwarded to Togo to
gather his fleet together and sail for
Kamranb Bay and force the fighting,
on the supposition that the Japanese
main fleet 1b at Pescadore Islands, and
that Rojestvonsky is in Kamranh Bay,
which is 800 mlloB distant across the
China Sea. The Japanese Admiral
should reach the scene of action In less
than three days, and Sunday should see
the battle.
The attitude of the French Govern
ment In giving shelter to Rojostvensky
was declared a matter for serious aftor-
oonsidcratlon. A dispatch states that
Nebogatoff's squadron has reached Su
dan Straits on its way to join Rojost
vensky in the China Sea.
