There aeems a strong determination to try the virtue of the referendum as a means of checking appropriations by 4ho legislature, says the Salem Journal. Mass meetings are to be held In Linn county to promote signers t3 the peti tions for holding up the appropriations for the next two years. Of course, there will always be a large number of people who are ready to sign any petition under almost any circumstances. If they are fomented and excited through newspapers of general circula tion, thoy will curry such propositions at the expense of the taxpayers. AH this settles nothing, because in the end the bills will bo pnld anyhow. and in the meantime the sUtti ivill rie -bonowed vionty. Roosevelt Will Appoint Sew Panama Canal Commission. Washington, March 9. Radical changes are to be made in the person nel of the Panama Canai Commission. Prs'jident Roosevelt has let, members of Congress know that he is not at all satisfied with the work of the commis sion as it at present is constituted. As constituted now, the commission is said to be unwieldy. It is regaiJed as containing too many elements wbicb have to be aljusteJ, one to another, before anything deflate can be done. To remedy this defect tbe President, it is believed, will reduce the member ship of the body and place in immedi ate supervision of canal workmen those who will work in consonance with the ideas of himself aud Secretary Ta't. In doing this, the President will exer cise his discretion about appointing seven members of the bedy, as pro vided for under the Spooner act. It is very likely, indeed, that eventually he wl'l reduce the comnWon to tnrce members, simply by not filling the places of those whose resignations have taen accepted.
