Oregon Legislature Went Over
$2,000,000 Mark.
MORE THAN TWO YEARS AGO
Appropriations For Three Normals,
Including Drain, Raised
$6,000 Each.
Salem, Feb. 19. Appropriations at
the hands of the Twenty-third Legisla
tive Assembly will foot up close to 82,
175,000 mark. Actu-.l appropriations,
taken together with the regular stand
ing appropriation, reach a total of over
$2,107,000, besides a number of smaller
individual expenditures authorized by
the lawmakers just adjourned. The
general appropriation bill to cover the
costs and improvements of the state in
stitutions, proper, including the Slate
Normal Schools, amounts to 81,0-12,929.-90,
while the appropriation for the state
departments runs up to 8454,041. The
total cost of the Twenty-Third session
is cowed by an appropriation of $50,
000, with which was coupled several
deficiency appropriations aggregating
on the whole $133,147.42. The largest
item in the deficiency list was that of
the sijilp bounty, killed by the Gov
ernor'ii veto of the omnibus bill two
years ago and amounting to $35,881.11.
The present session is far more ex
pensive to the taxpayers of. the state
than that of two years ago, when al
lowance is made for the appropriation
of 8500,000 for the Lewis and Clark
Exposition and $105,C20 for the Dalles
Celilo portage road.
Bills to the total number of 377 were
Introduced in the House and in the Sen
ate the calendar shows 209 intended
pieces of legislation, 6f the total num
ber In the House 255 were passed,
while the Senate made favorable dispo
sition of 151 measures introduced in
that body.
The Normal School appropriations
were increased as follows:
Monmouth, from $30,000 to $30,000.
Ashland, from 825,000 to $31,000.
Drain, from 815,000 to $21,000.
Among the bills which the Governor
has filed with his approval is one in
creasing the salaries of Douiau liOunty
officials and another, introduced by
Senator Coshow, to relieve Dist Aitvs.
of prosecuting cases wherein they ara
personally concerned.
Bills of the most general importance
to the state at large passed by both
houses and to become laws are as fol
lows: Placing state officers on a flat salary.
Compelling trunk railroad lines lo
grant Interchange of freight tar privi
leges to lateral lines, built by inde
pendent capital.

Another New Store
Geo. C. Stanley and J. W. Mitchell,
of the firm of Stanley Bros., of Eugene,
are In Roseburg and will open a gents'
furnishing goods store in the building
lately occupied by Flint's shoe store.
It will be operated in conjunction with
their Eugene store and they expect to
be ready for business on Thursday of
this week. Stanley Bros, were former
ly In newspaper business at Ashland.

ditions of the toiling musses of Russia
assumed definite shape today, when tbo
Czar decided to issue a call for a
popular assembly. Pursuant to the'
recommendation of the commission ap
pointed by the Czar to inquire into the
grievances of tbe working people, 40
persons will be asked to confer with
the commission and decide on reme
dial laws. These 40 persons are to be
selected at a preliminary assembly
to be composed of 15 factory owners
aud one delegate for every 500 work
Ingtnon. Conjointly with this announcement
comes tbe undenled report that cessa
tion of hostilities in tbe Far East is
Imminent. While no otliclal announce
ment to this e fleet has been made, it Is
a significant fact that the leaders of
the peace party have displaced the
war advocates in favor with the Czar.
Trip to Washington Contest.
In the voting contest for a pupil from
the Koseburg High school to attend the
inauguration of President Rooseve.'t,
a new candidate appeared in today's
count Dick GUvia with 40 votes to
his credit. The list now stands:

Editor Review: Enclosed find a
money order for $2.00. To get your
paper is just like being there, and I
am always glad to bear from Douglas
county. They cannot raise as good
fruit here, or anything else, except
oranges and grapes, as they do in Ore
gon, t cannot say much for this
county as a farming country in reality
it is very poor. Considerable of the
land is filled with alkali and the rest is
very dry. Everything has to be irri
gated, even tbe oak trees UBed for
wood. Any kind of wood is ?;i.50 to
$4.25 per tier, and very poor at that.
It does not seem right, after living at
Roseburg.
There is a big strike now on in Fres
no and about 1CC0 men are out at
present carpenters, brick layers and
plumbersso it makes business a little
dull here just now.

the summoning of the Zenisfcy Sobor,
in accordance with an ancient Russian
tradition, and to refer the elaboration
of details to a committee of the Minis

Death of G. W. Cheadle.
Lkhanon, Or., Feb. 10. Dr. G. W.
Cheadle, a dentist of this city, was
killed at his home near here last night.
He lived on a farm about two miles out
of town and last evening after his office
hours he was assisting some workmen

stantly. Dr. Cheadle was 35 years of age, and
had lived in Lebanon nearly his entire
life. He leaves a wife, three children
and mother here, and other relatives
throughout the state.
(The deceased was a brother of Dr.
E. M. Cheadle, dentist, formerly of
Roseburg.

held at Brockway Friday. He had
