The Kansas legislature having under consideration bills to establish state re fineries of crude petroleum, of which that Btate produces a great quantity, the Standard Oil company retaliates by reducing the price paid for Kansas crude oil to such a point that it can be produced only at a loss, and otherwise serves warning on the lawmakers of tho Sunflower state that tbey must In no wise onler Into competition or inter fere with the ootupus, or attempt to re fine oil, or do anything whatever with or about petroleum, except to produce such quantities as the octopus wishes to purchase at its own price, says the Portland Journal. Kansas is a groat producer of crude oil. Its wells can produce far more than the Standard Oil company chooses to take at timos, at prices that repay the cost of production, for it must limit tho supply of refined oil and keep it entirely within Its own control so as to be able to fix tho price of both the raw and the refined product to suit itself. Ilonce this great industry in Kansas languishes. Owners of oil weils cannot sell their product elsewhere, and can sell It only to tho Standard Oil trust at a loss, and the wells must continue to How. So the people conceived the idea of refining what oil they use themselves. The oil Hows frim their own ground. it Is a necessity among them. They have the labor to employ, partly con vict labor, perhaps. Thus they Imagined that they might benefit them selves, with no harm or loss to anybody, except a little to this billionaire trust. lint the Standard Oil company says that if they do this, or if they do not abandon the Idea of doing so, It will re fuse to buy any Kansas oil whatever, thus forcing the waste or loss of mostof the product, for tho Kansas people, even If they built the great refineries necessary for handling It all, have no means of transporting It to markets be. yond the slate, or if they bad they would be frozen out of those markets. The association Insists positively upon the aesthetic possibilities of rail road linos. It stands for tho removal of artificial creations that destroy whnt there Is of natural beauty and partic ularly for the checking of obnoxious public advertising. It recognizes thai the greatest Improvement in a city can he made In the locality where there li the greatest ugliness and most disease breeding squalor. The true beauty ol n elty depends on its worst locality as much ns its best. The association's work has been di vided Into the following various de partments: Social settlements, outdoor art, parks, arts and crafts, children's gardens, city making, factory better ment, libraries, public nuisances, pub lic recreation, railroad Improvement, rural Improvement, school extension and the press. The influence of Kansas City, Bos ton and Kssex county, New Jersey, in the acquisition of co-ordinated park systems Is spreading, nnd the Idea is being adopted throughout the country. The plan of grouping public buildings so that they will make a dignified and beautiful civic center Is being worked out not only In Washington, for the Improvement of which the association, believing the attractiveness of that city to bo of national concern, has ap pointed a special committee, but In Cleveland, where a good deal has al ready been accomplished; In St. Louis, where a report has Just been presented to the mayor by a spec fifty appointed committee; In Philadelphia and other cltlrs. Hartford. Conn., bids fair to lead the cities of its size in thlB direc tion. Many towns and villages are doing work fully as important and with quite as great a strain on their more moderate resources.
