Charges Made.
Washington, D. C, Feb. 1". There
was a conference at the White House
yesterday In which the President, Sec
retary Hitchcock and Attorney-General
Moody participated. The President
was anxious to have a full statement of
the Government's cases against Senator
Mitchell and Representatives Hermann
and Williamson and of the grounds up
on which these indictments were se
cured. He was given as full an explan
ation as Mr. Hitch'iock and Mr. Moody
could make. The President was deeply
interested. When all explanations
were made, he responded:
"These are very grave charges that
you have brought against prominent
Government hfllcials. You declare the
facts justify them. I want to say to you
now that if, in view of what has tran
spired, you fail to make your charges
stick and allow the Government's case
to fall, you will place the Government
in a very bad light. In running down
these frauds you have represented the
United States Government, and it
would be a grave thing to mako such'
serious charges and be unable to sub
stantiate them."

Secretary Hitchcock promptly re
plied: "Mr. President, so far as I am
concerned, I have no fear. We have
plenty nf evidence to sustain the indictments-

, President Roosevelt has at all tiroes
given his Cabinet officers the widest
latitude in their efforts to locate and
bring to justice every person Implicated
in land frauds, regardless of his position
or previous record,
Noted Financier Dead.
Philadelphia, Feb. 17. Jay Cooke,
the celebrated financier, died last night
at the 'home of his son-iD-law In this
city, aged 83 years, of general debility.
The end came suddenly, for last Mon
day he was in his usual spirits and en
tertained a party of school girls.
When he was 21 he became a partner
in the banking house of E. W. Clark &
Co., i ne of the largest firms then in the
country, and was Its active business
manager until 18W, when he retired
made and property in all respects
to engage in negotiating railroad boods
and other securities.
He built several railroads, and in
IStil resumed the banking business as
Jay Cooke & Co. At the opening of
the civil war he obtained and sent to
Washington without compensation a
large list of subscriptions to United
States loans. During the war he be
came the sole financial ageut of the
government in negotiating loans
amounting to more than $2,000,000,000,
which was registered as tho most re
markable feat in financiering in his
tory. W hon the national banking syetem
came up for adoption during the war
Mr. Cooke gave it a hearty support,
and through his oll'orts a large portion
of the banking was changed to the
national system.
In 1S73 Mr. Cooke failed on "Black
Friday," and he sustained severe finan
cial reverseii in consequence of having
advanced too heavily on railroad se
curities. He, however, created another
fortune and died a very wealthy man.
Mr. Cooke financed the Northern
Pacific railroad and is a heavy land
owner in the northwest.

Land Frauds Extensive.
PoitTLAND, Feb. 17. California, Ida
ho, Montana and Colorado are to feel
the effects of Francis Joseph Heney's
ability to get at the facts In land fraud
cases, and the assistance of Mr. Burns
in this matter is to be lent. The great
er part of 1005 will be spent In hand
ling the cases in Oregon, but the work
here is but the beginning. Of a more
sensational character, even, than those
of Oregon are expected to bo the dis
closures In other states, for, It Is held
by those who have begun this fight for
purity, that the Oregon operators were
but novices in a game that had been
played with greater efficiency and fine
ness in other places.

board and room.
W. A. Moses left for his homo In
Kansas City Saturday evening, after
looking after his Interests In this vicin
ity. Mr. Moses is well pleased with

session of the Oregon legislature ad
journed at 8 o'clock last night.
LOCAL OPTION m&L KILLUD.
By a decisive vote of 10 to 13, the
Jayno bill and all legislation along the
lines of local option were Indefinitely

tee. The chief points of contention In
the Jayne bill were again put in tho
measure. The report waB adopted, lfi

went over to tho camp of the locul
optionlsts, and the fight that has con
tinued for live long weeks was at an
end.
OTHKK HILLS KILLED.
Senator Wboaldson's bill appropriat
ing $30,000 for building the portage
railway from the Big Eddy, on the
Columbia River, to a point near Tbo
Dalles, to connect with the Great
Southern was dofeated in the House,
Representative Vawter's bill to
create a joint board of regents for all
the Normal schools of the state was
indefinitely postponed In the Senate.
Three bills of this character have been
before the Legislature at this session,
but all have met the opposition of the
normal school people and have beet
killed.
Senator Coke's bill to annex to Coos
county one township and a-half lit
Douglas was also killed by indefinite
postponement.
HILLS PASSKD liOTil HOUSES.
Authorizing County Courts to ap
point a bee inspector upon the peti
tion of three residents of the County.
No salary is attached to the olllce and
the purpose is to enable bee-keepers
to protect themselves against diseased
bees.
Authorizing two-thirds of tho stock
holders to sell tho property with which
the corporation conducts a business.
Creating the officers of State En
gineer, authorizing commencement of
condemnation where the Government
may wish to construct an irrigation
system, and directing the prosecution
of hydrographic surveys where such
suits are brought, in order to ascertain
the amount of available water. The
bill carries an appropriation of $f00
and authorizes the Governor to appoint
an engineer, who shall also serve tho
State Land Board when his services
are needed.
Providing a tax on sheep that are
driven into Oregon from other Btates
for pasturage such pasturage by the
year the lax is to be 20 cents a head,
and when sheep are driven through
the state the tax is to be 5 cents a head
for every county traversed. The money
is to be collected by stock Inspectors
and the tax is to be a preferred lien
if not paid 30 days after assessed,
Sheep may be redeemed by payment
of the tax costs and 10 per cent inter
est within ten days after being sold for
the tax. Stock inspectors are required
to cause return of diseased sheep to
the same point where the animals en
tered the state.
Requiring tax levies to be made In
even mills or tenth of mills.
Shortening the closed season for
salmon and lengthening the open flea
sou. On the Umpqua River the sea
son ts to be closed from March 20 to
May 1ft and from November 20 to De
cember 10. On other Coast streams
the season is to be closed from March
20 to July lit and from November 20 to
December 10.
Amending tbe stato road law so that
upon petition of the property owners
residing within two miles on either
side of a road or proposed roadway the
road may be Improved, changed or a
new road opened the expense to be
borne by the taxpayers along tbe route,
and 10 years of time allowed in which
Vi pay the costs. The, amount of tax is
to be apportioned aud assessed by a
board of appraisers aud a certificate
issued, on the basis of benefit derived
by property from such improvement.
Empowering courts to impose inde
terminate sentences on crimlnols, Its
principle is to give to first offenders a
chance to reform afiier first conviction,
and to this end provides that in tho dis
cretion of the court they may be al j
lowed to po on parole, with the statu- j
tory understanding that if at any time
they again violate the taw tho court
may order them conveyed to the penl-j
ternary without further proceeding.
In this event thoir term of imprison
ment dates from tho time of delivery to
the warden, although it may be within
one day of the time upon which their
sentence would havo expired.
The principle of the law Is that
paroled prisoners are allowed ireedom
during good behavior, while the terra
of sentonce is running, when in the
discretion of the court the merits of the
case justify this measure of judicial
mercy.
Providing for the payment of $7 por
month for each wayward girl main
tained at Institutions for that purpoo.
Requiting that persons setting fires
between June 1 und October 1 shall
first Bccure permit from tlie county
dork, has passed the senate. The bill
makes it maudatory upon the clerk to
grant a permit upon ten days' notice
from the applicant.' The purpose is to
keep a record of thoie setting fires and
to give persons whose property may be
endangered notice of the intention to
set a fire.
.Exempting from corporation tax all
mining companies not producing $1,000
a year. Corporations thus exempted
must pay $10 a year.

W. of W. Delegates.
Cottauk Gitovis, Or., Feb. 17. Tho
district convention of the Women of
Woodcraft came to a close Wednesday
evening. This district comprises Linn,
Lane, Lake, Klamath, Douglas, Coos,
Curry, Benton, Josophine and Juckson.
Over 75 delegates were in attendance.
The session was an interesting one
throughout, and came to a closo with a
delicious banquet, given by the ladles
of the home society.
Delegates to the head camp session,
to be hold in Los Angeles, Cul., in Ap
ril, are Mrs. Kate Cavender, Browns
ville; Mrs. Myrtle Long, Roseburg;
Mrs. Orpha Benson, Cottago Grove,
and Mrs. Lew Llnogar, of Coqullle.

Goble, Nohalom & Pacific railroad and
a tract of 7000 acres of Columbia county
red fir is transferred to William Hold,
an extensive Michigan lumber operator,

borhood of 200,000.

a company to operate the railroad and

line of road Into Nohalem valley,
