R A RmTTEii mm Absolutely Pure HAS 110 SUBSTITUTE FIRE AND POWDER DESTROY ALL Ex-Editor H. H. Brookes and Son Have A Narrow Escape. Portland, Feb. 7. Neighing of horses In the yard saved H. H. Brooks and Harry Brooks from terrible deaths in the store of the Holbrook Mercan tile Company, at Holbrook, shortly after 1 o'clock yesterday morning. Fire was set under the building and a heavy charge of dynamite exploded, undoubtedly by an enemy or enemies, who deliberately attempted to kill . father and son, who were wrapped in slumber at the time. Destruction of the premises was wrought by tbe flames, and the terrifio explosion, work ing damage to the extent of $2,500. That he and bis son escaped from the burning building with their livos, Mr. Brooks attributes to- the faot that several horses In the yard began neigh ing and whinneying when the flames burst out under the structure. This awakened him. He Bmelle'd the odor of smoke immediately and without waiting to dress hurried downstairs. He found the floor a seethiDg mass of flames. Thinking of his son, who had returned home on the midnight train from Portland, Mr. Brooks rushed back and found him in bed, being over-come by the stilling smoke. In desperation, the father bore too son through the flames and dense smoke to safety below. As the flames leapdd and ate their way Into every portion of the building, a terrifio explosion occurred, shatter ing every window and shooting tbe fire high Into the air. It was heard by people for miles around, and stunned those standing about watching the progress of the blaze. An increase of $SCD0 over tbe appropriation of two years ago is what is recommonded by the joint committee appointed 'to in vestigate the Soldiers' Home at Rose burg. The committee report, as filed, is flattering to officials in the extreme. In addition to the 81)2,000 appropria tion declared proper for the two years' expenses, the committee suggests there should be a further appropria tion of 81220 for tbe purchase of new beds, plumbing and a wagon and harness- ' '? The conditions of the Home are ex emplary in every respect and It is orderly in all its appointments, and without question is being conducted by the commandant and his adjutant in such a manner as to lend great cred it not only to himself but to the state at large. We carefully examined the hospital and its furnishings, together with the new wing, which was com pleted from the appropriation mad,e two years ago, and find this institution as well equipped as any similar institu tion in the country. ' V , We find further upon investigation that there has been a very materlul fh crease in the inmates of this institution and that according to your committee report of two years ago there were btit 90 Inmates, while now the command ant reports HI; that he has succeeded in maintaining this institution, by careful and economic management, on the' 324,000 appropriation which was mde two years ago for this institution, but in order to maintain an institution of this kind in the manner in which it is cow maintained we would recom mended, owing to the increased num ber in the institution, the appropria tion asked for in the commandant's re port, namely, $;ii,0f 0. We also carefully examined Into the duties and salaries of the different ollleers of the Home, and would recom mend that the salary of the adjutant be raised to SHOO per annum, and that no other changes be made In the salaries of any of the ollleers. Admiral Togo, ac companied by his staff, arrived here today and raised his II tg on the battle ship Miliasa, preparatory to leaving with his fleet to meet the Russian war ships now enroute to the Far East. Dispatches from the front indicate that no important engagements had occurred up till Tuesday. The British collier Kastry has boon captured while trying to reach Vladi vostok with a cargo of contraband. NEW RUSSIAN FLEET. St. Petersburg, Feb. 1. The dock yard authorities at Cronstadt are com pleting the preparations for active service of 2 battleship3, 3 cruisers and a gunboat which will form the second division. ot ,he. third.. Russian. BaolQo., squadron. These reinforcements are expected to sail at tbe end of May. The firstdivision of thissquadron will leave Llbau in the middle of February, but It is pointed out that Admiral Ro jeitvensky will be unable to await its arrival, because he will have to cross tbe Indian Ocean before the monsoon sea son, which begins in March and renders navigation impossible for torpedoboats, small cruisers and coast defense vessels. Admiral Rojestvonsky will probably proceed to the. Far East at the end of February; MOKE MONEY 1'OR RUSSIA. London, Feb. 7. It is stated in well informed financial circles In London that negotiations have been completed for floating a new Russian loan of 8200,- 000,000 in Paris The loan will bear Interest at the rate of 5 per cent per annum. The date of the issue has not yet been fixed. DISORDER CONTINUES. Warsaw, Feb. 7. As the result of efforts to open tbe bakeries and other establishments today, several were killed and many arrested. Peasants are afraid to bring in products and the prices of provisions has gone up. A report from Hadom mutes that 20 workmen were killed and wounded in contlicts with the troops today. At Bkarzyayko 24 were killed and 40 wounded. Troops have been sent to Kutno, where serious disorders are re ported. AtLodz thestrikors entereda mill today and destroyed tbe machinery. Tho senate today passed a bill further amending the Medford charter bill so as to porvent tbe opening of saloons in that town on Sundays. Representative Kay's fiat salary bill has made a special order of business for tomorrow morning. Salem, Or., Feb. 7, In a most in geniously contrived resolution, the State Senators, with one exception, this morning moved a vote of thanks to United States Senator John H. Mitch ell, expressed tbetr confindence in him, and at the same time agreed to adjo irn sine die not later than 8 o'clock p. in, on Friday night, February 17. It was a work of art from a political standpoint, tbe document that was in troduced by Senator John L. Rand, of Baker, and, while some of the senators did not $"re to express such stroug re gard for Senator Mitchell as that voiced, thoy did not care to go on rec ord as favoring an adjourned session. Senator Coshow was tbe only mem ber to vote against the resolution, while Senator Miller asked to bo ex cused. He was out of the room when tbe resolution was read, and did not fully understand its purport. "I made an argument yesterday, ,whle, X .was. angry," said, Senator Pierce, one of the Democratic war horses, "Today I am amused.1 For political diplomacy, we must take off our hats to the Senator from Baker. I cannot vote against adjournment next week, and yet I must tell the Federal grand jury they do not know what they are doing when thoy Indict Senator Mitchell. I am forced to vote for the resolution." Senator Smith, also a democrat, ex pressed himself In similar vein, Sen ator Whealdon said It would bo a rank injustice to the senior Senator to vote to adjourn to a future date, and that he would favor tbe resolution. There were others who thought the resolu tion shou. tave been divided, but could not do otherwise than vote for it. MOB LAW BILL PASSES MOUSE. Representative Stelner's mob-law bill, fixing upon counties liability to tbe extent of 50 per cent for all damage resulting from slaughter of livestock, passed tbe House yesterday afternoon by a big majority, and its fate is in the hands of the Senate. With that body now rests tbe fate of tbo measure that marks the climax of a long campaign of outcry against tbe outrages effecting the rights of stockmen on the ranges of Eastern Oregon. If it passes tbe Senate there is little doubt tbat the Governor will attach bis signature, In the light of all he has said in favor of suppression of the stock-slaughtering evils of the range districts. NO HOUSE FOR GOVERNOR, That the Legislature should not ap propriate 814,600 for a mansion for the Governor Is the opinion of the com mittees on ways and moans of the two houses. Tbe bill was introduced in the House by Bailey to appropriate that sum for the purchase ol the Patton bouse, near the Capitol. The commit tees reached their decision tonight and an unfavorable recommendation will be reported to the House. For uttering a forged check upon ths First National Bank, of Rosnbur? Tuesday, Feb. 7, Louis Norton, a son of Mrs. A. A. Fuller, of this oity, was held to appear before the circuit court after a preliminary examination before Justice Long this afternoon. He was admitted to ball in the sum of $300, la default of which he Is In jail. Tuesday morning Norton presented & check for 805 at the bauk, purporting on the face thereof to have beeu issued by W. S. Wright, former owner of the Mt. Nobo Dairy Farm, near Roseburg. Mr. Wright being absent in Iowa for two months past, it wa9 soon found that the check was a forgery, and Norton's arrest followed.
