Fenn, the secretary of tl.o Umpqua Coal Company, recently ont a prospectus of the company's mine to his father who lives in the coal re gions of Pennsylvania. A business man there who saw the prospectus od liis father's desk writes Mr. Fenn as Tollows: "I have looked over the circular of your coal mine that you sent home to your father, and the proposition seems to me to be a good one and I should like to invest a little. I enclose you a New York draft for $200, for 2000 bhares, and would like the privilege of Increasing to live or ton thousand shares on the same terms on or before .April 1, 1!05. ' "My reason for asking this Is that I ara sending you all the ready money I have at present but I have some money loaned out that I expect in, on or be fore that time. ' "I have no money that I care to lose, but I am quite anxious to place some whero it will bring mo an income later on, and I have great contidence in your Judgment. Charged with conspiracy to defraud the government in connection with lo cating people on government land, Harry W. Miller, former justice of the peace and business man of Koscburg, was taken to Oakland this morning by Deputy U. S. Marshal J. A. Wilson, of Portland, to be arraigned before U. S. Commissioner L. No detailed Information concerning the charges against Mr. Miller could be obtained today, other than the charge of "conspiracy to defraud the govern ment". Beyond this, even Mr. Miller himself professed to know nothing of the charges against him. It was inti mated, however, that four other men are implicated and that their arrest will follow if a strong case against' Miller Bbould develop at Mb examina tion. Mr. Miller made his headquarters at Medford, Jackson county, while fol lowing his vocation of timber cruising. Ue was arrested here last Saturday night as ne stepped olT the northbound train, having come here to join his family and proceed to Kastern Orogou to reside. Deputy U. S. District Attorney W. W. Louis on Thursday, is the topic of general discussion among Ex position and railroad otlicials., The rate of S45 from Missouri River points is pronouueed by railroad men the lowest round-trip rate ever allowed from the Middle West to the North west. It gives assurance, they say that there will be unprecedented travel dur- iug the Exposition next year. Portland Wins First Prize. PoinxAXD, Oct. 30. The champion rifleshot in the Oregon National Guard, and the winner of two gold medals, is First Sergeant Joseph M. Rogers, of Company E, Third Infantry, whoso in dividual shooting notched 122 points. Uis neighbor, Corporal John Matson, also of Company K. won second place witlj a score of 121. U. S. Rider, Com pany M, of Salem; R. E. Morris, of Company A, Eugene, and Ira Cole, of Company D, Roseburg, also scored 121, but their scores were not so valuable as Matson's because he excelled them In rapid-tire work. This is tho result of three days' shoot ing match of the Oregon National Guard, concluded yesterday afternoon on the range of the Third Infantry at the head of Jefferson street. Rogers wins the gold medal offered by the Oregon National Guard and also the gold medal offered by the Third Infantry. There were no prb.es for second place. Militia officers say that the shoot has been one of the most successful meet ings ever held in the Pacific North west, and that it has developed more than before a spirit of healthy rivalry.
