The New York Herald, which is prov ing a powerful ally of the democratic paaty in this campaign, quotes Glad stone as follows: "There is no war except one the war for liberty that does not contain in it the elements of corruption as well as of misery." The Mediterranean fleet is hastening toward Gibraltar, and it is announced that the Channel squadron will leave for Gibraltar this morning "for a sham attack on the rocks." The meeting undoubt edly marks that things are reaching a serious stage. TO INTERNATIONAL COMMISSION. Pakis, Oct. 21. Great Britain has offered to submit the Husso-Uritish complications to an international com mission, and there is every reason to believe that Russia will accept this arrangement. St. Petersburg, Oct. 2". Orders have been telegraphed to Vice-Admiral Rojestvensky to detain at Vigo all the warships which took part in the North Sea Incident. YET HE TALKS Resolves Against Prohibition. Elukxk, Or., Oct. 27. At a rnoHimr of the Eugene Commercial Club resolu tions were passed opposing prohibition for this city aud county. The resolu tions recite that under the present high license system the liquor tratiic is bet tercontroliedand less harmful to society than can, In the light of experience, ba expected undor laws Intended to prohi bit. That it has been the experience where prohibition has been tried that it has been a failure. Also under the I charter of this city the Council is pre sented from levying a greater tux und that there will be a deficiency of $5000 per year in the revenues of the city with no way of making it up. The city, i therefore, would be left without funds I to carry on Improvements and the public would suffer. Besides this, the business interests of the city would suffer greatly from such a change, property values depreciate and rents lower. P. J. Jennings Has a Large Railroad Scheme. Jennings, who for a number of yours was one of the principal operators in the Bohemia district, getting the fa mous Helena out of litigationand effect ing the consolidation of the Helena, Mustek nud Champion mines, arrived here yesterday after an absence of nearly two years. He Is now extensive ly interested in the coal fields of Kentucky. in an interview Mr. Jennings said that as soon as bis company gets a rail road built a distance of six miles and they commence to market their coal he will again turn bis attention to Oregon in a railroad schemo which will luvolve an outlay of several millions of dollars. He says Bohemia is bound to be one of the greatest mining camps on the Pacific Coast, but means of transporta tion must first be met In ordor to treat the great bodies of base ores. He has therefore conceived of a stupendous railroad scheme that will extend from the coal mines near Coos Bay, through the Bohemia district, on to the heart of the grain Holds in Eastern Orogom and a branch will be run from Cottage Grove to Portland, probably by the I way of Corvallis, on the west side of the Willamette. The Hold and garden naturally require special attention. Tho orchard Is not an exception. A. J. Dear has grown nearly 400 bushels of corn from six acres on his farm at Old Oakland. As a hop (told was planted on tho same ground In the spring, tho corn rows are necessarily four frot apart.
