General Sakharoff reports that 'the Japanese have retreated from tbeSbakhe village to the south bank of the river, aband oning all their arms and ammunition. The report adds that the Japanese right flank tried to advance yesterday but was repulsed. General Kuro patklnthen ordered an advance,but the movement was prevented by the sud den appearance of aterritlc rain which converted the roads into seas of mud. SITUATION AT POUT ARTHUR. Chicago, Oct. 21. Prohi bition in Clackamas County, as pro posed by local option, to be voted on la November, is being fought by the liquor dealers from a business view point. A petition, addressed to the taxpayers of Clackamas County and protesting against the plan by which the county and not the precinct is made the unit in the fight, was circulated among the business men, heavy taxpay ers and leading professional mea of Oregon City yesterday and today. The signatures of more than 50 of the prominent business men, representing -many of tho most substantial taxpayers in tho county and every line of business, were Becured.
