TO PRISON FOR LIFE,
Fate of Coqnillc Man Wbo Murdered

hind the prison bars, according to
sentence imposed upon him today, for
the murder of his new-born infant on
the afternoon of last June 2!!.
Steel is but 21 years of age and has a
frank, boyish face, appearing even
younger than ho is. His conviction of
murder in tho second degree has come
as no surprise to those who kuew the
history of the case, and probably noth
ing other than his youth prevented the
passing of a first degree verdict.
On the 23rd of last June Steel called
Dr. Russell to bis home on the ground
that bis wife was suffering from
stomach complaint.. The doctor, dis
covering that she was about to become
a mother, told Steel there was no oc
casion for attempting secrecy and was
asked to assist in concealing the birth.
. Dr. Russell refused and was told by
Steel that the child should not live.
Mrs. Steel besought him to give her
poison. After the birth of the child
the doctor told officers of the threats
made by Steel and, accompanied by the
sheriff, returned to the bouse. The
infant was missing, but search dis
closed its body, wrapped In gunny
sacks and laid away In a closot. Its
head had been crushed. '
A coroner's jury was empaneled that
night und doctors testified that the babe
had lived 30 minutes after birth before
being murdored.. The jury, charged
Steel with infanticide.
Throughout his imprisonment Steel
refused to admit his guilt and when
convicted made no comment except to.
say "For her sake."

Rome, Sept. 19. A dispatch to the
Liberia Agenzla from Liao Yang states
that the Japanese advance on Mukden
is proceeding. A fourth army from
Now Chwang has taken a position on
the Russian - left. General Kuroki,
who is operating gainst the Russian
right, has been reinforced by two
new divisions. The total Japanese
force now opposing Gen. Kuroitatkin in
the vicinity of Mukden is estimated at
300,000 men.
PRELIMINARY FIGHTING.
St. Petersburg, Sept. 19. A dis
patch received here today from Genera
Kurdpatkln reports that Generals Reb
kekamp and Samsonoff have been con
ducting important reconnolsances dur
ing the past few days. Heavy fighting
took place, resulting In many casual
ties. The I czar has decided to form a
second Manchurian army made up of
the reserve now being sent to the far
east. General Linesvitch will prob
ably be placed In command of the new
army. General Kuropatkln is slated
for commander-in-chief to succeed Vice
roy Alexleff, whose resignation Is now
In the bands of the czar.
CHINA AND JAPAN MAY JOIN.
ST. Petersburg, Sept. 18. Impor
tant developments regarding China's
attitude toward the belligerents is
anticipated in well-informed quarters.
There are rumors of closer relations
between China and Japan, of the possi
bility of the Japanese turning ovor
Port Arthur, when captured, to China,
of their restoring Manchuria to the
Chlnose, etc. Although these reports
are not confirmed, they lead to quite a
general belief that some sort of negotia
tions are going on behind the scenes,
of which the outside world has little
cognizance.
General News,
According to official figures, this
year's wheat crop in the Totted States
will be 52.1,000,000 bushels, an amount
said to be barely sufficient for home
consumption.
Missionairlesof the Morman church
are making a lecture tour of Missouri
for the purrose of securing converts
and with a view to making that state
the home of their sect. They have
purchased a tract of 20 acres at Inde
pendence, in Jackson county, where,
they declare, the headquarters of the
church will be located.

gations. An unusual influx of Irish immi
grants in the last two months is re
ported by the immigration authorities
at New York. The records show that
in tho last seven days nearly 1500 Irish
immigrants have arrived at Ellis
Island. Of these nearly 70 per cent
were girls, and only a small percentage
of the total were over 23 years old.

projected improvements on the stage

Two young hobos broke open a trunk
In J. N. Rysn's barn, on the II. Wolleo
berg place, at the foot of Douglas
street Sunday night, and stole there
from some clothing belonging to A. Q.
Johnson and Arthur Marsh. The men
were captured with the stolen articles
in their possession by Marshal Jarvis as
they were leaving town this morning.
They gave their names as F. C. Dsvis
and Jos. Eonls. They were given a
hearing before Justice Long this after
noon, as a result of which they were
bound over to the circuit court. Their
ball was fixed at 1200 each, in default
of which their were committed to jail.
Qne of the most important steps to
ward carrying out the improvements
planned by the Southern Pacific Com
pany for Its yards at Roseburg was
taken Saturday when the new steel
turntable was lowered info position
into the pit prepared for It. The
structure is noarly 71 feet In length,
3 feet longer than the old turntable
situated about 100 feet south, and It
rests in a concrete foundation over
four feet thickness. It will take fully
a month more to equip it clth a track
and otherwise put It in readiness for
operation.
It Is the Intention of the company to
operate the turntable by air. A com
pressor will not be Installed for at
least three months yet, however, but
provision will be made to operate It
by hand in the meantime. In conjunc
tion with the Installation of a compres
sor, a lino of pipe will be laid longside
Of the main track In the yards for the
purpose of testing the air on the trains
during their stop here.
The old luratsble will be continued
in use until the present work of build
ing tracks to connect with the new one
is Hnlsbed.
The round bouse will then be moved
t a position facing the now turntable
and continue thus In use until the com
pletion of the now brick roundhouse,
work on which- will not begin before
sometime next year. Plans for the
structure have already been decided
upon. It is also the intention of the
company to establish coal shutes and
bunkers conveniently near the new
roundhouse. The present coal bunkers
were built only for temporary use.
The Installation of this new turn
table leaves no room for the slightest
doubt as to tbe intention of the S. P.
company to continue Roseburg as a
division terminal for years to come.
Any rumors to the contrary are dis
credited by this Improvement together
with othor ohanges to follow later.
