The minister of me rine has a dispatch from Tien Tain stat ing that the Japanese fleet bus been ab sent from Port Arthur for the past ten days and its whereabouts is a mystery to the Russians. The Japanese tor pedoboat destroyer Havatori has cap tured a Chinese junk from Port Arthur bearing valuable letters dealing with the naval situation at Port Arthm . JAPANESE CONCENTRATION. St. Petersburg, July 18. It is re ported here that the Japanese right lldnk which ts marching southward moved so quickly that a part of Gen. Kuroki's force was unable to tako their food stores with them, butEold them to the natives very cheaply. It is not clear as to what point the Japanese are now concentrating. Their pontoons for crossing the river have been brought from the Yalu. About County Finances. In the quarterly statement of the county officials published in The Re view last week, there was an item which has occasioned considerable con jecture and comment. In the clerk's statement for March 31, 190 1, the amount of outstanding county warrants at that time was certified to be 8144,- 200.65. In the statement for the quar ter ending June 30, 1904, thiB item ap peals: "Outstanding warrants March 31, 1004, UU,048,05. Fho estimated in terest in the former report was $9,920, 50, while In the latter it was J ti, 803. 14 This discrepancy of over $45,000 in the principal and over $3000 In the interest is thus explained by ExC)erk Sham- brook. He says between the times when the two statements were issued an abstract of the outstanding county warrants was made, showing tho actual amount outstanding at the latter date to be approximately the sum shown In his lost statement, and that the former estimates, carried forward from year to year were too high. This will come as an important revelation to the taxpay ers, who will be surprised to find that by a few strokes of the pen the county debt has been decreased nearly one third. It would also show that a very loose system of book-keeping has been in use and that there is a great need for more accuracy and frequent ab stracting of warrants and accounts. 8fgiird the Children. DIED. TODD. In West Roseburg, July IB, 1904, Mrs. Mary U. Todd, nged oli years. Mrs. Todd's death wasdue to a stroke of apoplexy, which she suffered last Wednesday. She was rendered un conscious and never revived. ' Mrs. Todd is survived by her hus band, A. W, Todd, a member of the Soldiers' Home, and throb sons, living in tho east. Of a most kindly and companionable disposition, Mrs. Todd was eminently qualified for the occupation of a nurse, which she followed during her resi dence here. She quietly performed numerous acts of kindness outside of her vocation which endeared her to the community in which she lived. The funeral was held this morning from tho Free Methodist church iu West Roseburg, Rev. Rrown olHolat ing. The large concourse of friends in attendance was an eloquent testimonial of the high regard in which Mrs. Todd was held. LANGDON. At Mrs. V. Ketchell'j hospital, in Roseburg, .July li, VMi A. G. Langdon, aged T.i years, consumption. of Mr. Langdon was an Oregon pioneer and an Indian war veteran. His home ! as near Klkton. He had been in fail ing health for some tlmo and after the death of his wife about a month ugo, which added to his genenal and men tal depression, he csnie to Rosoburg for attendance. His malady, however, had gained too much headway to be overcome by medical treatment. The remains were taken to Klkton to day for burial by County Treasurer M. Dimmick, who for many years was a neighbor of Mr. Langdon. The deceased leaves no children or other relatives so far as known. SNYDER. In Roseburg, July Kt, of Henry 11)04, the infant cii ild Snyder. A man believed to be the one who murdered a fallen woman named Florence Chapln 'n Grants Pass last Wednesday, was arrested by Sheriff McClallen at Jos. Micelll's brickyard in this city. Saturday evening. Im mediately after placing the man behind the bars, Sherltf McClallen wired in formation of his capture to Sheriff Lewis, of Grants Pass, and tho latter otllciul came ho re, Identified the pris oner as the man wanted and took him to Grants Pass on Sunday evening's train. The suspect submitted quietly to ast. Ho appeared at Jos. Micelll's ho'jso in the evening and asked for tfomothlng to eat. From tho descrip tion furnished him by the local author ities, In anticipation of the man appear ing at or near some house in the vicinity of the railroad track, Mr. Micclli recognized the man at once, After giving the man something to eat, he quietly 'phoned to Sheriff Mc Clallen, and In a few minutes the official was on the premises in time to appre hend the suspect while ho was In the brickyard, near Mr. Micelll's house While on the train preparatory to departing for Grants Pass, tho man liatted freely and unconcornodly about the case. Readmitted having "vlsitud" the murdered woman, but denied any knowledge of her murder, claiming to have left town tho day boforo It occurred. The description of the sus pect, however, was furnished by parties who Baw the man enter the murdered woman's house the day of her doath. The murder was an extremely brutal one, the victim having been horribly beaten with a club or chair post. Sheriff Low 1b told a Rkvikw representa tive thae she was not slashed with a knife as at first reported. The con dition of the place In which tho crime was committed, however, Indicated that the woman had made a desperate fight for her life. Her head was frightfully crushed by several heavy blows. A reward of 9o00 is standing for the arrest and conviction of the murderer, The arrested man gave bis name here as J. W. Williams, and a current rumor has It that be was formerly the woman's husband. Thlsreportsays she obtained possession of some property belonging to him In Vancouver, H. C. appropriating It to her own use. The quarrel between them on the day of the murder Is supposed to have arisen from his domand for money for the 'property above mentioned. Sheriff Lewis hod traced Williams to Wolf Creek and was there when 'phoned to that the man had been arrested here. While the evidence rolatioK to the murder Is almost wholly c rcumstantlal, Sheriff Lewis felt confident ' that Williams is the man wanted- A message from him this morning was not so reassuring.
