There is no law authorizing me to offer a reward for tbe arrest of the men who commit ted the offenses. I think that an organization of law- abiding citizens, formed by men who will stand together, might be effective. They could offer a reward and give the officers ol the law assurance of loyal backing in their work. Such an or ganization would arouse public opinion and make it easier to lind the guilty persons.
