London, May 13. A dispatch to the Times from the far east says the Japan ese troops are still delaying their ex pec ted attack on Port Arthur. Gener al Stoeseel, commanding the. garrison, expressed surprise at the delayed at tack. The fortress Is pronounced to be practically impregnable and is pro visioned to hold out for an indefinite time. JAPS LOSE TORPEDO BOAT. Reuter's agency here is in receipt of advices from Toklo stating that a Jap anese Torpedo boat was accidentally destroyed Thursday while removing mines in Klrr Bay. Seven sailors were killed and seven injured. MOUE TROOPS SAIL. A dispatch from Shanghai says 70,- 000 Japauese troops sailed for the Liao Tung peninsula oa May 4Ui, from Chemulpo, Korea. Russians Destroy Dalny St. Petersburg, May 12. Viceroy AlexielT has telegraphed to the Czar announcing that the Russians have blown up the docks and piers at Port Dalny, Liao Tung Poninsula, presum ably to render more difficult a Japanese landing at that point. Later telegrams received indicate that the whole of Port Dalny has been destroyed by the Russians. Dalny was intended ko be the chief Russian harbor on the Pacific coast. Over $0,000,000 had been expended on the harbor system before the end of 1002, and it was estimated that the cost of completing the Works would be nearly $20,000,000. Land Thrown Open. Special to Evening Review. Washington, May 13. President Roosevelt today signed a proclamation opening for settlement oa August 8, at 9 o'clock a. m., 418,000 acres of land in the Rosebud Indian Agency in South Dakota. Roseburg got two more tallies in the sixth chapter, tbanks to a two-base hit by Miller, sending in V. Oswill and Ordway. It would hardly be exaggeration to say that the feature of the game was Derrick's umpiring. To say that his work has never been approached by any other man who ever umpired a game of baseball in this city is no ex travagant compliment. The Oregon State Leaguo 1b to be congratulated upon securing his services. Not a de cision was questioned by the players; not the slightest Infraction of a single rule was allowed; not one expression of dissatisfaction was heard among the spectators. At an adjourned meeting of the city council Thursday night, two bids wore received for stroot improvements and both were rejeoted. The streets on which the bids are made vrere Mill, from Mosher to Burke, comprising a distance of 2,350 fuet, and Kane, from its southern extremity to Douglas, com prising a distance of 1820 feet. One of the two bids was submitted by H. J Wilklns, who agreed to do the work on the two streets for a total of t271l).SO; the other bid was offered by F. F. Pat terson and called for tho amount of $3,040. The council were unanimously of the opinion thut the bids were far too high and so neither was accepted. However, the council Instructed the recordor to call for now bids on the streets In quostion and these will be opened on May 23, on which date the council will meet again. A third street Is also to be improved by tho council, namely, Douglas from Main to Claire, In Chadwick s Addition, No bids for the work on this street had been prepared, owing to the fact that City Surveyor Fenn had been called out of town before he could make a prolile of that thoroughfare.
