Eastern Oregon
Portland, May 5. In the Federal
Court here this morning Charles B.
Canningham, the Eastern Oregon sheep
king and millionaire, ploaded guilty of
the crime of conspiracy to defraud the
Government of its lands, and was fined
$5000 by Judge Bellinger. Five otbei s
Indicted with Cunningham also pleaded
guilty and were fined $100 each. In the
indictment against Cunningham and
his associates they wore accused of
conspiracy to defraud the Government.
The method of procedure was as fol
lows: Cunningham furnished them
with money wherewith to make home
stead entry, and as soon as the land
had been entered upon it was trans
ferred to him. Thus Cunningham ob
tained possession of about 1000 acres of
grazing land which he needed for bis
sheep.

Cunningham to a question asked him.
"I only did what all the rest of the
people of Eastern Oregon were doing
and ure doing now. If the District
Attorney should investigate all of the
cases like mine he would have all of
Eastern Oregon up In court and it
would keep him busy for 200 years try
ing the cases.
"I did not know the law In regard to
the matters, and when I saw everybody
else getting land I thought I was en
titled to do the same."
Locals Lose Fourth Game.
The baseball game at Eugene Thurs
day between Eugene and Roseburg was
ended in the seventh inning by a sud
den shower of rain, the score standing
6 to 5 in favor of Eugene. As five In
nings constitute a game in such an
emergency, Eugene is credited with a
victory. Hunter made his first appear
ence in the pitcher's box for Roseburg;
Homer did the twirling for Eugene.
The game was a batting contest and It
is a guess which team would have won
had nine innings been played.
The Salem-Vancouver game, at Sa
lem, was stopped In the third inning by
lain, and is therefore no contest.
NEW PLAYER SIGNED.
Manager Morrow has signed Ordway,
who played last year with Eugene.
Ordway can play either outfield or in
field and is a reliable man at the bat.
LOST AGAIN TODAY. '
Eugene 5, Roseburg 0, is the way
the score of the baseball game at
Eugene stood today at the end of the
0th inning. Salem was also ahead of
Vancouver in the same number of in
nings, the score standing 10 to 4.

Troops are Landing For

London, May 6. There no longer
exists the slightest doubt as to Port
Arthur being effectually bottled up.
Information received here today from
official sources says that, unknown to
the Russians at the time, there were
two expeditions instead of one directed
by the Japs in the last attempt to sink
vessels in the entrance to the harbor,
and that one of these expeditions re
sulted in the sinking of two vessels in
the desired place. The truth of this
report is emphasized by the departure
of Admiral Alexielf from Port Arthur,
which is interpreted to mean that the
place is in Imminent danger of isola
tion, on account of an expected attack
by Japanese land troops, which are dis
embarking iu large numbers northeast
of the city.
A dispatch from St. Petersburg con
firms the report of the landing of Jap
anese troops near Port Arthur. The
rumor is current in St. Petersburg, adds
the dispatch, that the Japanese hare
successfully bottled up the place. There
is an Intimation that anoiltcial dispatch
to that effect has been recolvod, says
the correspondent, but at two o'clock
this morning the war commission an
nounced that there was nothlug for
communication to tho public.

occupied the hills on tho road to Feng
Huang Chend without firing a shot.

Router's agency has received
patch from Tokio stating that General
Kurokl, who commands the Japanete
army In the vicinity of the Yaiu, re
ports that during the retreat of the
Russians last Sunday, one body of
troops mistook a smaller detachment
for Japanese and attacked them furi
ously. Before the Russians discovered
their mistake, they had killed or
wounded 180 of their number.
JAPS TO ISSL'E A LOAN.
London, May 5. Further Inquiries
show that a Japanese loan of &0,uO0,0O0
will be Issued next week. It will take
the form of seven-year 6 per cent bonds,
and the issue price will probably be !M)
the security being a first charge on the

M. Takashl, the Japanese financial
agent in London, says the money will
not be sent to Japan, but will be em
ployed in paying the balance of trade.
He adds that In his opinion no other
loans will be required by Japan beforo
the conclusion of the war.

Chefoo, May 5. A nutlve Sikh, of
British India, who left Port Arthur a
week ago, has arrived here. He says
that in the inner harbor at Port Arthur
there are seven damaged Russian war
ships, including the battleships Retvl-
zan, Czarevitch and Pobeida and the
cruisers Pallada and Bayan.
Civilians at Port Arthur are now ex
periencing difficulty in obtaining food.
A former officer of the Chinese army,
who has returned here from Manchuria,
is authority for the statements that
there are less than 75,000 Russian
troops, including the garrison at Port
Arthur and the men on the Yaiu, south
of Harbin, and that the Russians now
occupy a strongly fortified position be
tween Ku Lien Cheng and Feng Wang
Cheng.
DEMOCRATIC CLUB.
Steps Taken Toward meeting a Per
manent Organization.
Pursuant to a call of County Chair
man 13, W. Strong, a Dumber uf lucul
democrats mot at the opera bouse
Thursday evening and steps were taken
toward the permanent organization of
a democratic club. Mr. Strong stated
briefly the purpose of this preliminary
meeting and the objects sought to be
attained. L. Wimberly was called
temporarily to the chair and Chos. L.
Hamilton wus elected temporary sec
retary. Brief but enthusiastic add res
es were made by several of those pres
ent. In furtherance of the matter of
permanent organization, the following
committees were appointed:

Fisher, John T. Long, P. W. Dilkrd,
Wm. VanLiuren,Chus Gilvin. Hesides
these J. C. Aiken, H. W. Strong, lid.
T. Xaghel and others will also
have membership lists for the con-
venience of all who wish to enroll their
names.
The names of the com mil too on or
ganization, rules and regulations
follows: Dexter Ilice, V. U.Jamioaon,
E. II. Lenox, Frank G. Micelll, Dr. J.
S. Gray.
A considerable list of members has
already been enrolled, but this number
will be multiplied during the next few
j days. It is generally acknowledged
that this county is suffering from a
' heavy burden of exorbitant taxes, and
the only way to gaiu relief is by the
thorough organization and work of all
those who believe in the foundation
principle of a democratic form of gov
eminent equal rights to all and
special privileges to none.
It Is a matter of record In this county
that six years ago, by united organiza
tion and work, a set of union otlielals
were elected. They conscientiously
fulfilled their campaign pledges and
administered the public affairs with
such fairness and economy that both
the county debt and the annual taxes
were materially reduced. Two yearH
later such security was felt that this ex-
eel lent record would he endorsed by
the voters that hut little organized
work was done. The result was that a
faction of the republican party organi
zation gained control of the public
affairs. Since that time the public
business has been conducted In such a
manner that the annual taxes have
been Increased over tM.OOO, and the
public deht is also materially greater.
It is now very evident that it will
again require an organized effort on
the part of the people throughout the
county to regain control of the public
offices, this being the only hope for re
lief from the enormous and unneces
sary tax burden.
Another meeting will Ire held at the
opera house next r nuny evening to
take further ac'ion in this movement
for the betterment of the public and
business interests of tho county.

Washington, May 5. A surprise
was sprung on the government in the
hearing of the Tyner, case this morning
when Hayes Morgan, formerly the
"fraud order" clerk in the postotllee
department, testified that he hlmselt
was the author of some letters com
plained of wherein Tyner was'eharged
with favoring got-rlch-quick coucerns.
He said that the practice of the legal
branch of the postu Mice department had
always been to give concerns, against
which chargesof fraud had been made, a
chunce to reform. He hod so informed
postollice inspectors who bad inter
viewed him previous to the Indictment
of Tyner. Strange to say he was not
called to testify before the grand jury.

cement safety deposit vault, 10x20 feet
in interior dimensions, will be built
therein right away. A contract for

Hoscburg Lumber Co., under the
direction of Architect John Kobortson.
The necessary steel fittings and fixtures
will bo secured by, Mr. If. Wollenberg,
who left a few days ago for San Fran
cisco on this and other business. Com

the building for the uso of the Title
Guarantee & Loan Co., which now has
its headquarters In tho court house.
It Is expected the new quarters will be

A road of public easemont has been
declared over the premises of J. O.
Johnson, near Drain.
County road viewors have been di
rected to locate roads of public ease
ment through the premises of Jacob
Bursik, at Melrose; through the lands
of the S. C. Moore estate, at Ruckles;
through the lands of Thomas Hervey,
near Ruckles, and to locate' the Drain
Billy Creek road.
The dividing boundary of road dts-
tiicts Nos. 32 and 33 were changed to
begin at the half-mile post between
sections 18 and 19, tp 27 s, r 4 west, and
extending three miles north.
Taxes lexied against the heirs of the
