Gov. Chamberlain is Spending
the Day There.
TO OPEN THE NEW BARRACKS
Accommodations Are Needed For a
Number of Old Soldiers
Without Homes.
Gov, and Mrs. Geo. E. Chamberlain
arrived here last evening from Salem
and spent today at the Oregon Soldiers'
Home. In addition to his regular visit
of inspection, Gov. Chamberlain is tak
ing steps toward the opening of the new
barracks building completed there the
past year. This building baa not yet
been furnished, for the reason that life
legislature failed to provide means for
the maintalnance of any additional
number of men in the home. Gov.
Chamberlain says there are now sever
al old soldiers in this state, outside of
the home, who are in a needy condition,
and in a few instances are being cared
for In county hospitals. This should
not be, and he therefore favors the
opening of the new barracks at the
home, just as soon as tbe necessary ar
rangements can be made, even though
tit will probably cause a deficit in the
maintenance fund during the months
yet to Intervene bofore the convening
of the next session of the legislature.
Under these circumstances it is believed
this action of Gov. Chamberlain will be
generally commended, as it will bring
relief to worthy veterans who are in
need of care. There are now on file
between 30 and 40 applications for ad
mission. The opening of tbe new bar
racks will make room for these, who
are now kept on the waiting list for
lack of accommodations.
Gov. and Mrs Chamberlain will re
turn to Salem tonight.
"the New York Platform," the platform
adopted by the New York demouruts
recently. There will be reserved seats
for ministers and newspaper men; other
wise seats will be free. Mr. Bryan says
he will pay for hall and all expenses.

Japanese Will Again Try to Dottle Up

Berlin, April 21. The Frankfurter j
Zeltung today prints a dispatch from
its Manchuria correspondent which re
ports a very bitter anti-American feel
ing is prevalent there. Lives of those
who failed to flee before the hostilities ;
were thoroughly under way are now in i
danger. Four Americans are detained ;
at Mukden, charged with espionage on
behalf of the Japanese. An English
man arrested at Port Arthur on a
charge of being a spy has been hanged.
The persecution of Jews at Port Ar
thur is also vigorous.

miral Togo will make another attempt

The Booth-Kelly Company Will Put
Logging Camps on Both
Rivers at Once.
Eugene, April 20. Through the
courtesy of Hon. R. A. Booth, of the
Booth-Kelly Company, the Guard gives
the people of Eugene and Lane county
some very good news today. This big
lumbering concern, with modern mills
at Coburg, Wend ling, Springfield and
Saginaw, all Lane county polnts.c a liable
of cutting close to 500,000 feet of lumber
each twenty-four hours, is to resume
logging operations immediately, and
start the mills on full time, with the
possible exception of Wend ling, for
which It is not certain cars for ship
ment be prpcured. Anyway, the Wend-
ling plant will be Btarted up by Sop
tember.
The Coburg and Saginaw mills have
tribute pure llfe-civlng and life-Rustaln-ing

Debating Team Departs.
Earl Strong, Edward Moore and John
Townsend, comprising the debating
team of the Hose burg High School, left
this morning for Eugene, where they
will meet a trio of debaters from the
high school of that city tonight.
The subject for debate is, "Resolved,
that it !s to the best interests of civili
zation for Japan to become the ruling
power in the Far East " Eugene will
argue for the negative, and Roseburg;
for the aflirmative. Eugene's team Is
composed of Ralph Watson, Grover
Kestly and Miss Edna Houston.
At the debate between representa
tives of these schools at Roseburg last
year, the Roseburg team won.
Those who accompanied the local
team to Eugene today were Miss Bessie
Coshow, Miss Emma Sehlbrede, Wilbur
Faulkner and Volney Dixon. Miss
Rose Parrott will also attend the de
bate, having gone to Eugene on the
overland train last night.

Bryan Against Platform.
Lincoln, Neb. April 20. W. J.
Bryan gave to the press the following
staement concerning the action of the
New York democratic stateconvention:
"I do not think the tnstruct'ons will
give Judge Parker any additional
strength, but the platform adopted by
the convention ought to prevent his
nomination unless the democrats, when
they assemble at' St. Louis, decide to
work a confidence game upon the
people."

superseded being $5 por thousand feet.
Portland mills are not given the
benefit of the reduced rates, as they
can ship as cheaply by water, besides
the railroad has only sufficient equip
ment to carry the products of the in
terior mills.
The Interstate commerce law pro
vides that before a railroad oporatlng
in two states may change rates It shall
givo ten days' public notice. TIiIb
has been done, and at the expiration
of that time the old rate will bo In
forco.
It Is a matter of congratulation that
the different systems of labor necessary
to the operation of this great Industry
will bo put In employment at onco.

Buried by Avalanches,
1 Tunis, Italy, April 20. About 100
miners have been buried by an Immense
avalanche near the village of Pragclato.
A violent storm Is sweeping over that
locality and It Is feared that other ava
lanches may result.

of continuous rains, many avalanches
and slid ps have occurred In the neigh'
bo r hood of the Kimplon Pass. At

Marries a Dead Man.
Charlotte, N. C. April 20. Misa
Nancy Forney Johnston, of Birming
ham, Ala., who was to have been mar
ried this month to the late I. E. Avery,
by a court decree granted several days
ago, is permitted to assume the name
of Mrs. Nancy Johnston Avery, or Mrs.
Isaac Erwln Avery, as she may choose.
Through her attorneys, Miss John
ston ieiltloned the courts, showing
that she was alllanced to Avery before
bis death and that she desired to as
sume his name. The court readily
granted a decree to that effect.
A bust of the late I. E. Avery, who at
the time of his death was engaged la
newspaper work here, will, within a
very few mouths, be placed In the Car
negie Library In this city. Avery,
though only 32 at tbe time of bis death,
was considered the most brilliant young
man In the state, and by many the moat
brilliant young man In the South. He
was consul to China In Cleveland's Administration.
